if <br />CHAPTER 8 <br />Sections <br />b of a bond election or bond authorization for the designated <br />(Contd.) <br />project within the improvement district and for the purpose of <br />taxation for the payment of the bonds and interest shall be <br />limited, and apply only to the improvement district. <br />810 Right of Owners to Modify or Termina Proceedings. <br />After <br />adoption of the resolution provided for in section 808 or 809, <br />the council may proceed to call and hold a bond election pur- <br />suant to sections811 and 812, unless before the resolution pro- <br />vided for in section 811 is adopted there shall have been filed <br />with the council a written petition signed by the owners (or <br />their personal representatives) of at least 51% of the assessed <br />value of the tax base in the district or improvement district <br />(as shown on the assessment roll) for any project as fixed by <br />the resolution adopted pursuant to section 808, which petition <br />may specify either; <br />(a) that the general obligation bonds for such project <br />be authorized by the procedure provided by sections <br />813 and 814, in which event no election to authorize <br />bonds for such project shall be held in the district <br />or improvement district, and the council may, if it <br />determines to proceed, authorize bonds pursuant to <br />sections 813 and 814; or <br />(b) that all proceedings with respect to the authorization <br />of general obligation bonds for such project be aban- <br />doned, in whim event the council shall by resolution <br />either (i) terminate the proceedings with respect to <br />such project, or (ii) determine to proceed and author- <br />ize bonds pursuant to sections 813 and 814. <br />811 Calling Bond Election. If the council has jurisdiction <br />hereunder to call a general obligation bond election, the <br />council may adopt a resolution which shall state: <br />(a) That a general obligation bond election is called <br />and will be held on a date stated therein. <br />(b) The general object and purpose of each project <br />for which it is proposed to incur an indebtedness. <br />(c) One of the following as to each project, in accordance <br />with the council's previous determination: <br />27 <br />
