CHAPTER 8 Sections till 1. That the whole of the district will be benefited (Contd.) by incurring the bonded indebtedness for such project. 2. That a portion of the district will be bene- fited by incurring the bonded indebtedness for such project, which portion shall be described as it is described in the resolution adopted by the council pursuant to section 809. (d) The tax base of the bonds for each project. (e) The measure or measures to be voted on. (f) The total estimated cost of each project and the principal amount of - bonds proposed to be issued for each project. (g) The number of years not to exceed which the bonds to be issued for each project shall run. (h) The rate or maximum rate of interest to be paid, which rate shall not exceed six per cent per annum. (i) The date of the election and the hours during which the polls will be open. (j) The election precincts, and the polling places which may be within or without the district. (k) The manner of giving notice of election, as required by chapter 7. (1) Provisions for the conduct and holding of said election. 812 Votes Required. When the vote is by registered voters and two - thirds of the vote cast for any measure are in favor thereof such measure shall be approved, or when the vote is by landowners and a majority of the votes cast for any measure is in favor thereof such measure shall be approved and bonds of the district or improvement district may be issued and sold as herein provided. 813 Authorization of Bonds by Resolution and Hearing. If the council receives a written request from owners pursuant to section 810(a) and finds that the request is signed by the requisite number of owners or if the council determines to proceed pursuant to section 810(b), the council may adopt a resolution containing in substance the following:
