CHAPTER 8 <br />Sections <br />613 (a) A title stating that the resolution is a reso- <br />(Contd.) lution of preliminary determination and in- <br />tention and also stating briefly each project <br />for which the bonds are to be authorized and <br />the principal amount of bonds to be authorized <br />for such project; <br />(b) The information called for by paragraphs (b), (c), <br />(d)s (f) (g) and (h) of section 811; <br />(c) As to each pro ject, a reference to general plans, <br />project description and cost estimates on file <br />with the clerk, all of which shall be incorporated <br />by reference in said resolution; <br />(d) A statement that the council preliminarily deter- <br />mines that the public interest, convenience and <br />necessity require each project referred to; <br />(e) A statement of a time and place for hearing by the <br />council on the rescission of said resolution and on the <br />consideration and final determination by the council on <br />the question whether the public interest, convenience <br />and necessity require each project referred to; and <br />that if said resolution is not rescinded the council <br />will at the conclusion of said hearing have juris- <br />diction to proceed and may adopt a resolution or ordi- <br />nance of final determination and providing for the <br />issuance and sale of all or any part of the bonds. <br />814 Id. - Publication of Resolution; Hearing. (a) Upon adoption, <br />each resolution authorizing bonds shall be published and mailed <br />in full together with a notice In substantially the following form: <br />"NOTICE <br />The Resolution published herewith was adopted on _, 19�0 <br />The Council of the City of Redwood City will hold a hearing <br />on , ,_, 19_, at M. at <br />Redwood City, CaiTTornia, to determine <br />wnetner tine puvlic interest, convenience and necessity require <br />each project referred to in said resolution and also whether or <br />not said resolution shall be rescinded. At the time and place <br />fixed for said hearing, or on any day to which the hearing is <br />adjourned, the council shall hear and consider all written <br />objections to any such project or to the authorization of said <br />bonds presented by any owner of [land] [real property] [taxable <br />property] in the [district] [improvement district] hereinafter, <br />referred to. Said resolution will be rescinded and the validity <br />of the bonds.authorized by said resolution may be contested <br />only if: <br />(i) Neither of the following occur: <br />(a) The owners of more than 60% in area of the <br />property subject to assessment for the proposed <br />improvements sign and file with the clerk a <br />written petition for said improvements and waiver <br />of the provisions of Division 4 of the Streets <br />and Highways Code, or <br />(b) the council adopts a resolution of final <br />determination; or <br />29 <br />
