IV <br />CHAPTER 8, <br />Sections <br />(11) <br />Such bonds were authorized for an object or <br />b14 <br />purpose for which [General Improvement District <br />(Contd.) <br />P30._] [Improvement District No. ._ "of General <br />Improvement District No. ] referred to in said <br />resolution is not authorized to expend money; or <br />(iii) <br />The provisions of law which should be complied <br />with on or before the date of the publication of <br />this notice were not substantially complied with;, <br />or <br />(0) <br />Such bonds are authorized in violation of the pro- <br />visions of the Constitution of the State of Cali- <br />fornia or the Charter of the City of Redwood City <br />or the Redwood City General Improvement District <br />Ordinance. <br />if <br />City Clerk <br />(b) At said hearing the council <br />(i) shall rescind said resolution if the council fails <br />or refuses to adopt a resolution of final determina- <br />tion and if there has not been filed with the clerk <br />a petition by the owners of more than 60% in area <br />of the property subject to assessment requesting <br />the proposed improvements and waiving the provisions <br />of Division u of the Streets and Highways Code; or <br />If substantial evidence is presented to the council <br />by any owner entitled to object to the authorization <br />of said bonds that the situation described in clause <br />(11), (Iii) or (iv) of said form of notice exists, and <br />(ii)may rescind said resolution if any owner so entitled <br />to object presents at said hearing any other sub- <br />stantial reason for said rescission. <br />After the date of said hearing of said resolution, if said <br />resolution shall not be so rescinded and if, in the event a <br />. 01 <br />petition has not been filed as aforesaid, the council adopts <br />a resolution of final determination, the validity of the bonds <br />authorized by such resolution may be contested only if - <br />(i) Such bonds were authorized for an object or <br />purpose for which the district or improvement <br />district referred to in said resolution is not <br />authorized to expend money; or <br />(ii) The provisions of law which should be complied <br />with on or before the date of the publication <br />of this notice were not substantially complied <br />witli; or <br />30 <br />
