Solid Waste Disposal. <br /> <br /> 1. Significant Effects: There are no solid waste <br /> generating uses proposed at this time. Although the <br /> infrastructure improvements anticipated by the Second <br /> Amendment will not generate solid waste, a buildout <br /> of the General Plan will undoubtedly do so. <br /> <br /> 2. Findings. The City recently has implemented a <br /> voluntary curbside recycling program with BFI serving <br /> single family residences. At such time as the City <br /> Council shall determine that this voluntary program <br /> is not effective, the Council should consider <br /> changing the program to one of mandatory <br /> participation. Such mitigation measures should <br /> reduce the solid waste impact to a less than <br /> significant level. With respect to the construction <br /> of a regional waste disposal site such construction <br /> requires a regional solution that is beyond the <br /> jurisdiction of Redwood City. <br /> <br /> 3. Mitigation Monitorin~ Responsibility. <br /> Responsibility for Mitigation Monitoring shall be <br /> with the City Planning Commission and the City <br /> Council. <br /> <br /> 4.
