Glass in toilet room broken. <br /> City Attorney Currie advised that the Building Inspector be instructed to proceed <br /> under the Ordinance. So moved by Councilman Spillers, seconded by Councilman Jones <br /> and carried. <br /> 1 <br /> PETITION SIGNED BY 17 PROPERTY OWNERS FAVORING THE RAISING OF RACING HOMING PIGEONS AT <br /> 1125 VIRGINIA AVENUE BY MR. RUDOLPH LUCA was presented to the Council. Councilman <br /> Granger stated that during the state of emergency the training of pigeons is legal, <br /> and the country is still in the state of emergency thereby making the raising of <br /> homing pigeons legal. Councilman Britschgi stated his opinion that pigeons should be <br /> exempted from the Animal and Fowl Ordinance. Councilman Spillers moved that this be <br /> referred to the City Attorney to come back with the necessary amendment exempting <br /> pigeons in the ordinance under certain conditions such as the number of pigeons <br /> allowed, the hours that they can be let loose, etc. Councilman Britschgi seconded <br /> the motion requesting that this be carried on the agenda for the next council meeting. <br /> PERSONNEL BOARD RECOMMENDATION ON SALARIES. Letter from Personnel Board recommended the <br /> granting of a one step increase to all listed classified positions. The Board ex- <br /> pressed its dissatisfaction concerning the manner in which the salary survey and sub- <br /> sequent adjustments were handled. The Board stated that they had always been con- <br /> sulted regarding the need for a salary survey; the method of handling same and whether <br /> an overall general salary increase was needed. In order to avoid any future mis- <br /> understanding the Personnel Board requested a meeting with the City Council on June 7th <br /> to clarify the position of the Board and its responsibility to the City Council. <br /> Councilman Royer stated that the attitude of the Personnel Board was caused by a mis- <br /> understanding and the action of the Council in not consulting them was purely an over- <br /> sight. Councilman Spillers moved that the Council meet with the Personnel Board to <br /> discuss the recommendation. Councilman Royer seconded the motion requesting that a <br /> letter be addressed to the Personnel Board stating that the Council's action was an <br /> oversight and not intentional. Motion carried. <br /> AUTHORIZE CONDEMNATION EASEMENTS CARLETON COURT. $3,520.00 DEPOSITED BY J. MC CARTHY FOR <br /> DRAINAGE, AVAILABLE FOR ABOVE. City Attorney stated that the people were contacted <br /> and they are not willing to accept $250.00 for the easements and the only way the <br /> Council can proceed is by authorizing condemnation. Councilman Royer stated that it <br /> was his understanding that the people in the area want to be assured that the drain- <br /> age will not result in a worse condition than at the present time. Engineer Jain <br /> stated that there was no guarantee that their condition will be any better than it is <br /> now. He stated that the City will do the best they can to alleviate the situation, <br /> but that the best planning would be an overall drainage district. <br /> Mr. Clarence Fogel, 1484 Kentfield appeared before the Council and was informed that <br /> the easement was to include water lines to serve the Kentfield area as well as drain- <br />
