348 <br /> PUBLIC HEARING - REZONE LOT 1, BLOCK 21, REDWOOD HIGHLANDS FROM R -2 TO R -1 (ELWOOD AND <br /> BREWSTER). Affidavit of mailing was ordered filed. <br /> Mr. Lester Healy, owner of the lot in question, appeared stating that he has just come <br /> into ownership of this property and was unfamiliar with any negotiations to rezone. <br /> He questioned the reason for the rezoning. <br /> Mrs. B. Saunders, 1535 Brewster Avenue, appeared stating that the majority of the <br /> people in the area are apposed to the R -2 zoning. <br /> Councilman Granger stated that he was the one who originated the thinking of revert- <br /> ing back to R -1; originally Redwood Highlands was all first -class residential area. <br /> He stated that the property on Elwood facing the high school had been zoned R -2 to <br /> allow duplexes, however, it was definitely the intention to keep all lots facing <br /> Brewster in an R -1 zone. Lot #1 facing Brewster was zoned to R -2 in error. After <br /> much discussion regarding the feasibility of rezoning back to R -1 during which Coun- <br /> cilman Royer stated that since the lot is directly across from the high school he <br /> could see no reason for rezoning to R -1. Councilman Britschgi moved that public <br /> hearing be closed, seconded by Councilman Spillers and carried. Mr. Healy stated <br /> that he was not aware of any of the public hearing held by the Planning Commission. <br /> Councilman Granger introduced Ordinance rezoning Lot 1, Block 21, Redwood Highlands <br /> from R -2 to R -1, seconded by Councilman Britschgi and carried on roll call, Council- <br /> man Royer voting NO. Public hearing was set for July 5, 1955. <br /> PUBLIC HEARING - PROPOSED OFFICIAL PLAN LINES FOR EXTENSION OF PALM AVENUE BETWEEN VIRGINIA <br /> AND KENTFIELD. Affidavit of mailing was ordered filed. There were no written pro- <br /> tests. Map of the proposed plan lines was presented to the Council and explained to <br /> the public by Engineer Jain who stated that the route selected was the most feasible <br /> and would by -pass several improvements which would eventually result in lower cost <br /> for property acquisition. Mr. H. Inouye appeared stating that he has no objection to <br /> the proposed plan lines. Councilman Spillers moved that Public Hearing be closed, <br /> seconded by Councilman Stout and carried. Councilman Britschgi offered RESOLUTION <br /> 1885 APPROVING THE OFFICIAL PLAN LINES FOR EXTENSION OF PALM AVENUE and moved its <br /> adoption, seconded by Councilman Spillers and carried on roll call, Councilman Jones <br /> noted absent. <br /> PUBLIC HEARING - PROPOSED OFFICIAL PLAN LINES STREET THROUGH BLOCK BOUNDED BY PAGE, EIGHTH, <br /> HOOVER AND TENTH. Affidavit of mailing was ordered filed. There were no written <br /> protests. Mr. Wm. R. Boone appeared requesting information regarding the conditions <br /> of sanitary sewer, water supply, etc. City Engineer Jain advised that the new street <br /> will require full improvements and acquisition of property. There was much dis- <br /> cussion on the map and approximate costs to the property owners. Engineer Jain ex- <br /> plained the Planning Commission's thought in recommending the street opening as a <br /> method of opening and tuilizing the rear of the deep lots. Councilman Britschgi <br /> suggested a showing of hands in the audience of those in favor of the plan lines and <br /> there was only one person objecting to the proposal. Engineer Jain stated that an <br /> assessment district would not be undertaken unless a satisfactory majority of pro- <br /> perty owners indicated their desires. Councilman Spillers offered RESOLUTION 1886 <br /> APPROVING OFFICIAL PLAN LINES STREET THROUGH BLOCK BOUNDED BY PAGE. EIGHTH, HOOVER <br /> AND TENTH and moved its adoption, seconded by Councilman Britschgi and carried on <br /> roll call, Councilman Jones noted absent. <br />
