COMMUNICATION RECEIVED FROM LA SOCIETE DES 40 HOMMES ET 8 CHEVAUX REQUESTING PERMISSION TO CON- DUCT SOLICIATION OF SALE OF TICKETS TO QUEEN OF INDUSTRY PROGRAM the proceeds of which are to be used in the promotion of Child Welfare work. This organization apparently being res- ponsible, Councilman Spillers moved permission be granted, seconded by Councilman Stout and carried. RESOLUTION 1819 TRANSFERRING THE SUM OF $400.00 TO COVER THE COST OF UNIFORMS ALLOWANCE as noted above was offered by Councilman Royer who moved adoption, seconded by Councilman Spillers and carried. - MAYOR HERKNER REQUESTED THAT STEPS BE TAKEN TO EXPEDITE THE PRELIMINARY PLANS ON THE WAR MEMO- RIAL BUILDING. City Manager advised he had contacted the architect who had promised to have plans completed as soon as possible. City Manager was requested to contact the com- mittee and ask for assistance in having the matter speeded up. COUNCILMAN SPILLERS MOVED ADJOURNMENT, seconded by Councilman Stout and carried. Granger, Paul Jones, William H. Royer, Robert V. Spillers, Mayor Herkner and City Clerk R. S. Dodge. Councilmen Carl A. Britschgi and Hiram S. Stout were noted absent. Also present were City Manager E. A. Rolison, City Attorney C. B. Currie, City Engineer Glenn M. Jain, Water Superintendent H. L. Winter, Fire Chief J. L. Lodi, Police Chief Stanley Wood, Tax Collector Paul E. Perrin, Recreation Director Alfred Morton, Assessor - Auditor John J. Brophy, Building Ins- pector Stephen H. Kreiss, Peter Manson from the County Health Department and Al Onieto of the Chamber of Commerce. THE MINUTES OF THE REGULAR MEETING of January 3rd and the adjourned meeting of January 10th were approved subject to the correction on Page 3 of January 10th minutes changing the vote on Canyon Road to indicate that Mayor Herkner voted NO on motion of Councilman Spill- ers, seconded by Councilman Jones and carried. PUBLIC HEARING, ANNEXATION "MOORE TERRITORY", OAK KNOLL MANOR. Affidavits of publication of notice in the Redwood City Tribune and San Mateo Times were ordered filed. Mayor Herkner announced public hearing and there being no objections, written or oral, Councilman Jones moved close of hearing, seconded by Councilman Spillers and carried. II PUBLIC HEARING, PLANNING COMMISSION DENIAL CARL ROSENE APPLICATION TO REZONE LOTS 5 to 8, BLOCK 49, CENTRAL PARK NO. 2 (Southeast corner Jefferson and Topaz) FROM R -1 TO C -1 -H. Affidavit of publication was ordered filed. The recommendation of the Planning Commission to deny indicated that in their opinion there was no public necessity for rezoning the property and such action might be detrimental to the surrounding territory. The Planning Commis- sion also submitted a petition signed by property owners for and against the proposed rezoning. Mr. Carl Rosene, 903 Alameda de las Pulgas, addressed the Council stating that
