The amount indicated in the Regulations :is $60.00 for the 1" service. <br /> Should the actual cost be less than the amount deposited, a refund will be made and if <br /> the actual cost exceeds the deposit, the consumer will be billed for the difference. <br /> Mr. Sellars insisted that the City is morally obligated to furnish him with the increased <br /> service and he further refused to deposit the amount as indicated above. <br /> It developed that an increase in Mr. Sellars service at the end of the 1" service line <br /> would result in reduced pressure to his neighbor. Water Superintendent Winter indicated <br /> that there was a possibility of providing increased pressure by a systematic re- routing <br /> of the water feeding directly from the Hetch Hetchy lines. This could be accomplished <br /> by closing certain valves and opening a divverent valve. Councilman Granger stated <br /> that in his opinion, the Council would have no objections to trying out this suggestion <br /> and so moved, seconded by Councilman Jones. Mr. Sellars, however, was not interested <br /> in this offer, still maintaining that he was not receiving adequate service to take care <br /> of the lawns and gardens around his home. Councilman Royer called attention to the <br /> fact that the City was willing to install the additional service if Mr. Sellars was <br /> willing to pay for it. <br /> Mr. Winter reported that he had contacted Mr. Sellars' neighbor and checked into the <br /> matter of pressure. A test had been conducted by Mr. Sellars and his neighbor and <br /> upon opening all the lines at both homes, pressure had been greatly reduced. Mr. <br /> Winter is still of the opinion that the increase in pressure would result in better <br /> water service. After further discussion, Councilman Granger's motion was withdrawn <br /> with consent of the second and Councilman Granger then moved that the City Manager <br /> take whatever steps necessary to determine whether or not the change in pressure would <br /> improve the service in the area for the benefit of the Council, seconded by Councilman <br /> Spillers and a <br /> p <br /> ille s nd c rried. <br /> City Attorney Currie stated that inasmuch as Mr. Sellars had threatened legal action, <br /> the record should show that at no time has the Council denied his request for increased <br /> service providing he is willing to pay in accordance with the Water Department Regu- <br /> lations. Councilman Granger then moved that a copy of the City Manager's report be <br /> furnished to Mr. Sellars, seconded by Councilman Spillers and carried. <br /> PAYMENT OF TECHNICAL STAFF TO ATTEND ADDITIONAL MEETINGS. The Planning Commission suggest <br /> three steps as solution to the situation which has developed requiring four and a half <br /> to five hours deliberation at each Planning Commission meeting. It is apparant to the <br /> Planning Commission that they, nor their staff of technical assistants, can operate <br /> satisfactorily and efficiently under these conditions. <br /> 1. That sufficient money be made available to the Commission to allow paying <br /> the technical staff to attend a third public meeting each month. <br /> 2. That the Zoning Ordinance be amended as soon as possible to allow us to <br /> hold only one public hearing on rezoning matters. <br /> 3. The immediate appointment of an additional member to make a full com- <br /> mission. <br /> Councilman Spillers suggested that this matter be taken under consideration at a Study <br /> Meeting to be held Wednesday evening, July 20. Councilman Granger was of the opinion <br /> that the second suggestion should be handled as promptly as possible and was informed <br /> by the City Attorney that the Planning Commission would have to initiate the proceed- <br /> ings and hold public hearing. Mr. Leonard Greenwold, Chairman of the Commission, was <br /> invited to attend the Study Meeting to discuss this matter further. Councilman G_ra nger <br /> so moved, seconded by Councilman Spillers and carried. <br />
