381 <br /> Councilman Spillers pffered Resolution #1904 and moved adoption, seconded by Councilman <br /> Royer, carried on roll call, Councilman Britschgi noted absent. <br /> DENIAL RALPH KILBORN APPLICATION RESUB AND REZONE LOTS AT 1166 EBENER. Planning Commission <br /> stated that two public hearings had been held and there were many protests. The Council <br /> found it was not in the public interest to rezone the lots as requested. Councilman <br /> Royer moved public hearing be set for August 2, seconded by Councilman Spillers and <br /> carried. <br /> APPROVAL COMMISSION INITIATIVE TO REZONE AREA BOUNDED BY EDGEWOOD ROAD, CORDILLERAS CREEK, <br /> ALAMEDA, AND MELROSE TO R -1 -B -2 AND B -3. City Attorney explained that this proposed <br /> rezoning was to protect property owners and eliminate the possibility of reducing the <br /> size of the lots in the area. Councilman Spillers then moved the City Attorney prepare <br /> the necessary Ordinance, seconded by Councilman Jones and carried. <br /> COUNCILMAN STOUT reported on recent meeting of the Air Pollution Control Committee which was <br /> attended by representatives of the Bay Area, and tow hick he had attended as representa- <br /> tive of the Council. <br /> COUNCILMAN STOUT discussed the possibility of securing some of the industrial property east <br /> of Bayshore Highway for the disposal of refuse. His thought is that refuse might be <br /> dumped on this property and covered by the property owner, thus, property would eventually <br /> be filled to the level suggested by the Planning Commission, at a greatly reduced price. <br /> Councilman Stout suggested that the City Engineer prepare maps and possibly contact prop- <br /> erty owners in the area. <br /> Councilman Spillers was not in agreement with Councilman Stout's suggestion, stating <br /> that he had already discussed this matter with some of the property owners who were not <br /> willing to wait the time required for settling of the fill before land could be built <br /> upon. Councilman Spillers' opinion was that we should go in with other cities and the <br /> County in a joint project, cost to be shared. Councilman Jones suggested joining with <br /> San Carlos and Belmont as is now being done by the County with cities in the north <br /> end of the County. <br /> Councilman Stout then moved that the matter be referred to the City Engineer, he to <br /> develop or obtain maps indicating owners, the Council in the meantime to explore the <br /> matter more fully. Motion seconded by Councilman Granger. Under the discussion, <br /> Mrs. Vera Eskin stated people from outside Redwood City were using our City Dumps. <br /> City Manager advised an attempt was being made to work out a plan whereby the operator <br /> would be_able to identify those entitled to use the dump. Councilman Granger suggested <br /> an Ordinance including an identification card. <br /> Councilman Jones offered an amendment to Councilman Stout's motion to the effect that <br /> we join with County, San Carlos and Belmont engineers to study this problem, seconded <br /> by Councilman Spillers. Amendment was also withdrawn, and after considerable discussion, <br /> Councilman Stout moved that the matter be referred to City Manager to contact owners <br /> and report back to Council. Motion seconded by Councilman Royer and carried. Council- <br /> man Spillers then moved that City Manager work with a committee consisting of City <br /> Managers and Councilmen of Belmont and San Carlos and Supervisors of San Mateo County. <br /> Motion seconded by Councilman Jones. City Manager Rolison stated he was meeting with <br /> San Carlos and Belmont in a few days and he hoped something would be accomplished at <br /> that meeting. Motion carried, Councilman Stout voting "No ". <br />
