L -4 3. A faithful.pe.rformance bond in the amount of $50,000 will be required. 4. Satisfactory evidence of financial responsibility, experience and equip- ment available to conduct mining operations must accompany all bids. 5. Successful bidder must make arrangements with adjoining property owner for access to the property. Bidders are notified that access will probably be provided over adjoining property under the following conditions: (a) Construction of a.temporary roadway on a route apecified by the adjacent property owner. Inspectors will be. provided. by City at the bidder's expense, both at the site. of . mining operat ons and at. any place. designated for processing any ore so mined. 11.. No bidder may withdraw his. bid within thirty days after the date set for opening bids. 12. Other terms and conditions shall be as.mutually agreed upon. City of Redwood City reserves the right to reject.any and all bids and to waive any informality .in_ any. bids submitted. This is a tentative suggestion and Councilman Granger asked that the Council study the r carefully, have A report c refully, h ve the City Attorney, if necessary, obtain technical assistance to draw up a proper agreement and place the matter on the agenda for one week. Council- man Britschgi stated that he was afraid they would run into the rainy season if this was delayed too long. Councilman Stout stated that the Committee had done a wonderful job and he moved that if the proposed lease is as should be and is approved by the City Attorney and if proved to be correct that the matter be put over for one week. The motion was seconded by Councilman Britschgi and carried. INTRODUCE 1955-56 TAX RATE ORDINANCE. Councilman Granger asked that his report as chair- man of the Civil Defense Committee be read, stating that this may appear odd at this time but he thought this matter should be brought up before the budget is adopted and if necessary the tax rate could be raised. Clerk read the report wherby the Committee stated that seven other cities on the peninsula from South San Francisco to Palo Alto had been contacted. They found that the civil defense programs are handled similarly., to ours and are generally in the same condition. It was the consensus of opinion that II either a full time or part time coordinator was necessary to do an adequate job. The Committee was of the opinion that a part time coordinator to recruit volunteer help and round out a complete program would be sufficient for Redwood City. A part time position such as this would cost about $2,000 a year plus some travel expenses and office supplies. A total of $2,500 should handle all expenses. Mayor Herkner stated that an additional $2,000 was put in the Unbudgeted Reserve and this could be used without changing the tax rate. City Manager Rolison reported that -_ i
