Mayor Herkner again stated that <br /> there was a balance of $2,000 put in the Unbudgeted Reserve last week which had not <br /> been appropriated. <br /> Councilman Britschgi stated that the original tax-rate had temporarily been 41.21 and <br /> that the Council had worked very hard to bring it down to the $1.12 figure, and he <br /> felt that if it was necessary the Council should raise the rate to $1.13 which would <br /> add approximately $8,000 to the Unbudgeted Reserve. City Manager Rolison stated that <br /> if the tax rate was increased it would bring in approximately $9,000. <br /> Councilman Jones agreed 90% of the way. He felt that the tax rate should be raised to <br /> $1.14 in view of the report that Chief Lodi had presented to the Council regarding <br /> 1 <br /> increased personnel in order to stay in Class 3 fire rating. Councilman Stout was of <br /> the opinion that the tax rate whould be increased to $1.15 to provide funds to improve <br /> • <br /> parks and plygrounds, Yacht Harbor, etc., as well as provide additional personnel if <br /> it later became necessary. Councilman Jones stated that he would like to echo Mr. <br /> Stout's thinking. He felt there should be a larger balance to work from it it was <br /> found necessary to increase the personnel later on in the year. <br /> Councilman Granger stated that they wanted to maintain a minimum tax rate, however, he <br /> felt that $2,000 is a cheap insurance. He further stated that Stanford University <br /> has a program from which he thought we could secure someone to do the work which <br /> our own employees can not find the time. to do. <br /> Councilman Jones moved that the matter of $2,500 for. Civil Defense be put into the <br /> budget, seconded by Councilman Britschgi and carried. <br /> Councilman Stout moved introduction of ordinance, the 1955 -56 tax rate to be set at <br /> $1.15. Councilman Britschgi stated that they had worked very hard to keep the tax <br /> rate at $1.12 and he felt that since we only need $2,000 the tax rate should be set <br /> at $1.13. This would leave just enough money so that there would not be any loose <br /> spending of tax payers money. Councilman Jones stated that he would not second the <br /> figure, but he would like to be on record that because of Chief Lodi's report to <br /> increase the number of personnel he felt that it was necessary to set the rate at <br /> either $1.13 or $1.14. Mayor Herkner stated that Councilman Stout's motion was lost <br /> for lack of a second. <br /> After further discussion, Councilman Britschgi introduced the tax rate ordinance at <br /> $1.13, seconded by Councilman Granger. This was again followed by more discussion <br /> regarding $30,000 from the sale of Hawes Park which could be used if an emergency <br /> arose. Mayor Herkner pointed out the fact that the City anticipated receiving <br /> revenue from the sale of cinnabar which could be used for the improvement of Stul- <br /> saft Park; improvement of the Yacht Harbor of which there is money available for <br /> dredging Boundry Slough. The recent increase of $20,000 is for the general reserve <br /> fund. He also stated that the employees of the City and received a raise amounting <br /> 5.7% which increased the tax rate approximately 55e, and he said that there was <br /> sufficient money to purchase the water reservoir site. This was followed by a roll <br /> call vote, Councilman Stout voting NO and Councilmen Royer and Spillers noted <br /> absent, motion carried. <br />
