PUBLIC HEARING, ADOPTION OF ORDINANCE TO ESTABLISH TAX RATE 1955 - Affidavit of publication <br /> was ordered filed. Councilman Granger offered ORDINANCE 807 FIXING THE AMOUNT OF MONEY <br /> TO BE RAISED BY TAXATION FOR THE FISCAL YEAR 1955 - and moved its adoption, seconded <br /> by Councilman Britschgi. Mayor Herkner, on the question, stated that the suggested rate <br /> had been changed at the last Council meeting to $1.13 and he wanted it understood and <br /> -made a part of the record that in changing the tax rate and using the 5r/ made available <br /> for Capital Improvement that some of this money could be used for improving the Yacht <br /> Harbor. <br /> Councilman Stout stated that he believed as each one of the Council in regard to the <br /> tax rate, but that he had suggested the $1.15 rate not only for improvement of the Yacht <br /> Harbor but for improvement of all parks, He stated further that if the money were ear- <br /> marked for such Capital Improvement, it might forstall the necessity of a bond issue. In <br /> his opinion it had a certain amount of merit. Mayor Herkner stated that money is <br /> available to start the first work at the Yacht Harbor, namely dredging and the moving of <br /> the boats, but we can not raise the tax rate more than 5¢ for capital improvements. <br /> Councilman Jones stated his views and said that his reasoning -was not for capital <br /> improvement but rather additional revenue for fire and police. He said that it was too <br /> late to change at this time and he is going to stand on that basis, but he still thinks <br /> that they should examine the Fire Chief's report and the Police Department matter further. <br /> A study meeting will be held sometime after the League Convention. Motion carried on <br /> roll call, Councilman Spillers noted absent. <br /> REPORT CITY MANAGER REGARDING AVAILABILITY OF FUNDS TO PURCHASE LOTS 23 TO 28, BLOCK 37, <br /> CENTRAL PARK NO. 2. Councilman Granger stated that he was still of the opinion that the <br /> money received from the sale of Hawes Park should be invested in other property. Council- <br /> man Royer stated that this money should not necessarily be used for purchasing this <br /> property. If the City were interested in buying property, they would do it anyway even <br /> if the sale of Hawes Park did not go through. Councilman Britschgi stated that if the <br /> money were to be used to purchase more property then there wouldn't be any money left to <br /> put in the lights and bleachers in the diamond at Community Park. Councilman Royer <br /> stated that the funds be spent first for the relocation of the ball park to Community Park, <br /> with proper lighting system and $2,000 for the bleachers at Park #2. <br /> Councilman Jones moved that the second part of the City Manager's report, which is as <br /> follows, be adopted and this property be purchased from'Capital Funds, seconded by <br /> Councilman Britschgi. <br /> "In the event the Council desires to use the proceeds from the sale <br /> of Hawes Park for some other purpose, it is then recommended that <br /> funds for the purchase of the above property be transferred from <br /> existing Capital Funds raised by special tax levy 'for the acquisi- <br /> tion and construction of permanent improvements, real property, <br /> public buildings, etc.' as provided by Section 57 of the City <br /> Charter." <br /> Councilman Stout concurred with the thinking so far, but he stated that when the work was <br /> completed there will probably be some money left for the Capital Improvement Fund. <br /> Councilman Granger asked that the motion be made in such a way that should there be any <br /> money left that it will go the the Capital Improvement Fund.
