24 <br /> for use as a parking lot. O'Keefe and O'Keefe, Attorneys for Bank of America, and Mrs. <br /> Norma N. _Bates, beneficiary under the will of Mrs. E. Lombardini stating that negotiations <br /> for the sale of the property involved in the proposal has been going on for several months <br /> and the inclusion of the property within the proposed area would result in financial loss. <br /> The following persons appeared before the Council: Mr. Louis Depaoli, Jr., Attorney, <br /> 101+9 Whipple Avenue, Redwood City, representing the property owner on the corner of Broad- <br /> way and Arguello, northeast corner, stating that the proposed parking lot closest to the <br /> property of Mr. M. Dondero can in no way benefit his particular piece of property which <br /> includes five units, Peninsula Title Insurance Company, barber shop, cleaning establish- <br /> ment, shoe store and small cafe. Mr. Depaoli wishes to go on record that Mr. M. Dondero <br /> authorized him to protect his interests as to any easements with respect to his property. <br /> Mr. K. B. Towne, Towne Motor Company, appealed to the Council stating that this appeal was <br /> not to stop progress but _to protect their business interest in the matter. _Should this <br /> proposal be adopted, Towne Motor Company will have to move from its present location which <br /> they have built into a growing company over a period of twenty -five years. Mr. Ted N. <br /> Thompson, President of the Chamber of Commerce, spoke on behalf of the Chamber of Commerce <br /> and Retailers Committee requesting a speedy completion of this proposal. Mr. Guthrie Burt, <br /> Chairman of Parking Committee of the Chamber of Commerce, pointed out to the Council that <br /> merchants are facing the problem of losing customers because of the parking problem. Mr. <br /> A. Jacobs, property owner, speaking for Henry Beeger, was hoping that all projects be <br /> carried through. Mr. Ira Potter, former Manager of the Bank of America, pointed out the <br /> challenge that Redwood City has encountered and that the only solution would be to go <br /> through with the project as outlined. Mr. Louis Depaoli made a rebuttal to the_effect <br /> that he wished the Council to understand that Mr. Dondero has no objections to the adoption <br /> of this project but that since his property would not benefit he does not wish to bear the <br /> cost of the improvement. Harold Skilman, owner of property at the rear of Montgomery Ward, <br /> stated that if this proposal is not adopted, most of good trade will be going to Hillsdale <br /> and Stanford University where parking facilities are adequate. Councilman Spillers moved <br /> that the public hearing be closed, seconded by Councilman Jones and carried. Councilman <br /> Britschgi wished to make it clear that the closing of public hearing,does not shut off <br /> interested protests and individual complaints, which will be taken up at a later date. <br /> Councilman Jones moved to overrule the protests, seconded by Councilman Granger and carried <br /> on roll call. Mr.,Ernest Wilson, Attorney, was present at this meeting to answer any <br /> questions concerning the legality of the procedure. <br /> i _ RESOLUTION #1827 DETERMINGIN CONVENIENCE AND NECESSITY OF ORDERING ACQUISITIONS AND IMPROVEMENTS <br /> OVERRULING PROTESTS AND DIRECTING FORMATION OF PARKING DISTRICT NO. 1 was offered by Coun- <br /> cilman Royer, who moved adoption, seconded by Councilman Spillers and carried on roll call. <br /> Councilman Spillers moved introduction of ORDINANCE RELATING TO FORMATION OF PARKING DIS- <br /> TRICT_NO. 1, seconded by Councilman Stout and carried. Mr. Wilson suggested that the <br /> matter be referred to the City Engineer for his consideration and recommendation in two <br /> weeks. Councilman Stout so moved, seconded by Councilman Royer and_carried. Agenda <br /> February 21, 1955. . <br /> PROPOSED ANNEXATION INDUSTRIAL DRAINAGE TERRITORY. Afficavit of publication was ordered filed <br /> by Mayor Herkner. Mayor Herkner announced time of Public Hearing and there being no <br /> protests, written or oral, Councilman Royer moved that the hearing be closed, seconded <br /> by Councilman Stout and carried.
