4 l f3
to select sites for their bench. Mrs. Vera Eskin stated that she was of the opinion
that' this had been turned over to the Planning Commission.
Councilman Granger questioned the legality of the City being able to spend bond money for
the building of a branch library on leased property. City Attorney Currie stated that
this would be legal if the City obtains a long term lease, (99 years). Councilman
Granger moved that this be placed on the agenda and the City Attorney to come in with
a written statement, seconded by Councilman Royer and carried.
Councilman Granger moved that the City Attorney prepare an ordinance establishing a Veter-
ans' Memorial Building Colluuission, seconded by Councilman Royer and Carried.
Councilman Granger reported that both he and Mayor Herkner attended the Civilian Defense
meeting in Sacramento but he had nothing to report as far as the meeting was concerned.
This was followed by a short discussion as to what the City should do in case of an
emergency to which Councilman Granger replied it was a matter of educating the people
to take care of themselves.
The Clerk read a letter from William Brothers contractors wherein they asked for an
extension of seven working days on the Broadway and Charter Street job for the follow-
ing reasons:
1. Considerable delay was necessary as work had to be scheduled so as to permit
the adjacent warehouse to carry on its regular business with the minimum of inconvenience.
2. Weather is becoming colder which will take the road oil longer to penetrate.
Councilman Royer moved that the extention of time be allowed, seconded by Councilman
Stout and carried.
Councilman Royer will attend the Planning Commission meeting of October 28th.
TRAFFIC COMMITTER RECOMMENDATION REGARDING CHATTER BARS ON Si'R ;ETS INi'RSECTING BAYSHORE
1
HIGHWAY. This was submitted to the Council for further consideration due to t he cost
of this job being more than anticipated by the City Council. The total cost for
installation at all three intersections at one time would be 4562.40. If any one of
the three intersections is installed separately, the cost would be as follows: Middle-
field Road 4280, Jefferson Avenue 4165 and Charter Street 4216 or a total of $661. If
the Council desires doing one intersection at a time, it is the recommendation of the
Traffic Committee that the installation be made at Charter Street since the accident
record at this intersection is far greater than at either Jefferson Avenue and Bayshore
or Middlefield Road and Bayshore. It is further recommended that is any part of this
program is approved, the necessary funds be transferred f rom the Unbudgeted Reserve
to the Paint Department.
After discussion regarding raised curbs, painting lines and other methods of fixing
the intersections, Councilman noyer moved approval of Charter Street as a trial basis ,
seconded by Councilman Jones and carried. Councilman Royer offered RESOLUTION 1941
TRANSFERRING i216 FROM UNBUDGETED RESERVE ,1,O PAINT DEPARTMENT and moved its approval,
seconded by Councilman Stout and carried on roll call, Councilmen Britschgi and Spillers
being noted absent. Councilman Granger moved that the intersections of Jefferson
Avenue and Middlefield Road at Bayshore Highway be brought to the attention of the
State and asking them to obtain money to build these chatter bars, seconded by
Councilman Royer and carried.
COMMUNICATION FROM THE CHAMBER OF COMMERCE REGARDING "YOUTH DAY ".
