REGARDING PROPOSED ANNEXATION WICKETT INDUSTRLL SUBDIVISION (BOUNDED BY BAY ROAD, <br /> SECOND AVENU, FIFTH AVENUE AND NORTHEASTERLY LINE OF NORTH FAIR OAKS SUBDIVISION NO. 1.) <br /> City Engineer Jain. stated .in. his _letter _that..a..tentative subdivision map and poposed an- <br /> nexation was submitted,_ on behalf. of .John .Wickett,_ by..Mc.Candless and Jett, engineers, to <br /> the Planning .Commission. in ._August,. Mr. Wi cke.tt _ requested . preliminary approval by the <br /> . Planning Commission at the.. p. ropos .ed_..industrial..subdivision. fronting on the extension of <br /> Spring Street . b.etween..Second Avenue. and Fifth Avenue,.. which blocked off third Avenue and <br /> Fourth Avenue.. frombeing extended through to either Spring Street extension or to Bay Hoad. <br /> The Planning Commission, on August 30, gave tentative approval to this map, with the <br /> understanding_ that. Third Avenue. and Fourth.Avenue_.would not be required to be extended, <br /> and that no sidewalks. would_ .be....required_.on Spring Street. <br /> The. Engineers have made_ a study. of this area,.. and .have. consulted.with.Fire Chief Lodi, <br /> and it is their joint opinion that Third Avenue and Fourth Avenue should be extended at <br /> least to. Spring Street, and . that ..an. adequate. storm. drainage system should be constructed <br /> throughout.. the tract to drain to the. nearest. existing, _ storm drainage system at Bay Road <br /> and Fifth Avenue. This storm drainage was discussed briefly with the City Council at a <br /> recent study meet.ing. It is their recommendation, also, that at least 5 -foot sidewalks <br /> be required in the industrial.. subdivision for. the. _convenience and safety of employees of <br /> the prop.sed industries. _ _ At such. time._ as..the. lots . are built .upon, the additional width <br /> of sidewalks, .can.. be . re.quired .. to. conform. to, the. City ordinan.ce. <br /> It would appe_ar inevitable that this .entire area will eventually be annexed to Redwood <br /> . City, so .proper planning. _to. .eliminate deaclend.. streets and to provide adequate storm <br /> drainage should be made. <br /> Fire. Chief. Lodi,. in..his..letter„ stated that in. .1.o.oking...over the tentative map, 3rd and <br /> 4th Lvenue.s ,will. be dead- ended at the west end .of, this subdivision. These deadends will <br /> be approximately. 550" long.. 41though the . deadends ._.will..be_.in_._county .territory, there is <br /> a p.ossibili-ty. that this. may. become. .a part .of .tha. city .a..t. _soma future date.. He urged that <br /> this.. matter be studied_ thoroughly, even to the extent of dis.cussing it with the San Mateo <br /> County Planning .Board not .to allow this type of planning. - <br /> The creation of deadends, especially in commercial or industrial areas, is not good <br /> planning from the Fire Department standpoint and it is possible that some time in the <br /> future it may occur that it will be necessary to .eliminate the deadend. <br /> Councilman Spillers asked if this had been brought up before the Planning Commission. <br /> City Engineer Jain stated. that _tentative plans had_been_made. William McClure, engineer <br /> with. McCandless and.._Jett, spoke_ regarding the. t r.affic situation on Third and Fourth <br /> Avenues.. They feel that .the residents on these two streets will not want the traffic which <br /> they would be subject to•. They feel that it was not wise or fair that they be required <br /> to pave the streets in the manner required. Councilman. _Britschgi .asked .that this be put <br /> on. the. agenda for a study .meeting._ before giving an. answer. He was of the opinion that <br /> they did not want_ to annex. if. they w ill...be..re.quired to improve ..the. streets to the extent <br /> that the City would 'require. Mr. kicClure stated that they had not been aware that this <br />
