City Engineer Jain stated that water mains. s.hould_.be..ins.tall.ed in the same pro- <br /> . ject in order. to conform with..the polie ar. establishe .d_for.other...Emerald Lake area annex- <br /> ations.. This matter_ was_ referred t.o.,the.City.Attorney.f.or an..op.inion....as to whether the <br /> water main could be. extended to the nearest adequate.source"of_supply at Cordilleras <br /> 1 <br /> Road, and the City be reimbursed as . additional _ conne.ctions made . to .this main. The <br /> City Attorney has advised that_.this. could .. only .be.done.by. methods: <br /> 1. Installation of the additional water main, approximately. 1200 feet in length, by <br /> the City, making a connection charge, through the unincorporated portion of Upland, to <br /> ultimately reimburse the City for this cost. <br /> 2. Creation of a joint assessment district with the County for the construction of the <br /> complete water main b.e Avenue. and Cordilleras . Road,. which would require a <br /> petition of at leaa.t 60% , of tle property ..owners the entire street in both City and <br /> County. <br /> Inasmuch as,_it.si_unlikely_that _ a petition could be secured for the entire project, it <br /> is the Engineering _.Departments.recommendation that.a 6 -inch water main be constructed in <br /> only the annexed area.. as..part of .the assessment proceedings,_ even though it would not <br /> provide additional.. fire.protection..or improved service until euch..time as the main is <br /> extended. The property.owners.in. the. present .annexed. -area would: then not be included in <br /> any future assessment, district tor water or sewer mains. <br /> Mr. F. Ferrazano and Archie . Miller .._..aigned..the..following letter: <br /> "We, a portion.of ,Highlands. Territory No. 4, would like to know When dedication of <br /> private road to city street can take place. Now that we annexed into the City and sub - <br /> mitted a signed petition for services, since then it has been delayed on account of in- <br /> adequate water. line... We would like to know when we can get the services so we can start <br /> building our homes." <br /> These letter were followed.bu a. lengthy discussion regarding the necessity of improved <br /> water mains.. Councilman Royer..moved that the people understand that the water system <br /> will be improved at a later date and that the sewer line be extended at this time and <br /> when the water is . available ..that_ they will. assume_ their portion. of the cost, seconded <br /> by Councilman Bri.tschgi..... Archie.. E....Mille.r,._ Frank Fer_ranzo. and. Ed Mairani agreed to go <br /> _along with the Councils wishes as to a water line in the future._ Motion carried. <br /> City Engineer' Jain brought up the subject of the street and stated that this street has <br /> not been dedicated to date. Mr. Mairani scated.tha.t they.egre.ed_to deed 25' to the <br /> City so that a 50' street could . be built.. .This was followed. by. discussion as to whether <br /> or not the people should give the City 5' instead_of.the 2'... It developed that in most <br /> cases 5' would prove a handicap because of the driveways. Councilman.Britschgi moved <br /> that this be kept at a 54' residential street, seconded by Councilman Royer and carried. <br /> Associate Engineer Eskelin stated that there was a small parcel of property on Upland <br />
