This.was_followed by discuss-
ion as to what measure the City could stop or allow a limited time for the building
to exist at the proposed location.. City Attorney stated that this could not be done.
Councilman Britschgi then made a substitute motion that, the Council tale under con-
.
sideration.the matter of.making this area into Fire Zone .#1, seconded by Councilman
Granger. This was followed.by a heated..discuss. ion. r'i.re Chief. Lodi. suggested that
this be given considerable thought as it would require that all the buildings in the
area would be required to build for hour fire resistant buildings. Councilman Stout
was of the opinion that this had nothing to do with his motion and he asked the Mayor
to rule on the question. Councilman Granger withdrew his second and Councilman
Britschgi withdrew his motion. .councilman Stout's motion carried with Councilmen
Britschgi, Granger and Hoyer voting NO.
Councilman Britschi mo.ved that consideration be given to rezoning the area of Spruce
Street from El Camino Real to the railroad tracks to Fire Zone No. 1, seconded by
Councilman Granger. .
