Therefore, the Park and Recreation Commission urgently <br /> ' requests that the City Council reconsider its decision to turf Chestnut Park. <br /> ' - P�ay we hear from you soon regarding this matter?" <br /> Councilman Spillers stated that the Council had a study meeting and he stated that they would' go ""'�!1 <br /> ' a�ong with the beautification of the playground at Chestnut Street and they would not have to turf �.,,.i <br /> this particular area� and, he further asked that this be referred back to the Park and Recreation <br /> Commission. The Council Committee recorrunended that this be turned back to the Park and Recreation <br /> Commission tobeautify the playground. Park and Recreation Commissioner Gold stated that in 1951 <br /> � <br /> there hadn�t been any use made of the playground� however, to date wlth the building of apartment <br /> � <br /> houses in the area this playground has been put to use. The Commission did not want to turf this <br /> area. Councilman Stout stated that he was of the feeling that some part of this area sk�ould be <br /> turfed. This was followed by discussion. � - <br /> Councilman Hayer moved that the matter be referred back to t he Park and Reacreatian Commission f or <br /> development of a plan of beautification �rhich is to be brought back to the Council for consideration� <br /> s�:conded by Councilman Stout and carried. <br /> . <br /> ' Councilman Stout spoke in regard to turfing the area at Second Avenue. In answer to Commissioner Gold's <br /> question� Counci7.man Stout stated that the Council wan.ted only a portion of the playground turfed. <br /> Mr. Gold stated that the Cor.unission v�ranted the Council to reconsider this area. Councilman Royer stated <br /> � that the Council wanted to see what the area would look like bef ore proceeding v�rith further turfing <br /> �' of the area. Councilman N.oyer moved that the Council stand by its original. motion and if it proves <br /> � <br /> � necessary thn they can turf the whole ar�a, seconded by Councilman Stout. This was f ollawed by discuss- <br /> '� <br /> , ion. bZotion carried on roll call with Counci]men Britschgi� Jones, Spillers voting No. "°""' <br /> I <br /> �, Councilman Spillers asked if the Council �rould be willing to spend money and have an overall survey of <br /> the whole City. The follo�ving letter Uras read by the <br /> , Clerk: , <br /> , "Due to the wet� unworkable condition of the jobsite and the onset of the winter season, <br /> I this off ice requests that work on the subject contract be terminated until sustained <br /> I drying weather arrives next spring. We have com�leted all of the pipe work and concrete <br /> ', structures possible. The next operation is the earthwork necessary f or preparation of <br /> I _ the subgrade. It is the opinion on this office that a satisfactory job is unattainable <br /> at this time of year. <br /> � Further, in view of the fact that it is impractical to have accomplished any more work <br /> I than we have already completed� Vre feel justif�ed in requesting that no more v�orking <br /> I days be charged to our contract than those on which we have actually t�rorked. C. ,,�� <br /> '�, Jones �C Sons. City Engineer Jain reported that 0. C. Jones had not put in the storm drain system <br /> ' in the correct manner and they should be instructed to finish this r�ork immediately. CounciJsnan <br /> ' Royer moved that the contract be fu1�'illed as agreed, seconded by Councilman Spillers.
