� <br /> 9 t ) `,/ <br /> The committee after full discussion decided to recommend the following to the League Board <br /> of Directors for consideration at it's January meeting. <br /> 1. Air pollution in California is recognized as a "basin area" or regional <br /> public health problem involving many urban areas in the State of Califor- <br /> nia and a problem, the solution of which is of extreme importance to the <br /> health of the people of the State of California as well as to the counties <br /> and cities of the state. <br /> II 2. Recognizing both the California tradition of local self - determination and <br /> the combined state and local interest in early and effective air pollution <br /> control in many regions of the state, it is recommended that mandatory leg - <br /> islation be enacted creating multi - county or reginal air pollution control <br /> districts following the lines of natural topographic or atmospheric basins, <br /> and vesting such districts with all necessary legal authority to control air <br /> pollution within their boundaries. Such districts should be governed by a <br /> locally selected board representing the county and city governments within <br /> their limits. <br /> 3 To insure gdequate protection against public health hazards resulting from <br /> air pollution everywhere in the state, legislation should authorize and re- <br /> quire the State Department of Public Health to effect all necessary controls <br /> to prevent or suppress air pollution wherever it might occur, either with- <br /> out existing air pollution control districts, or within, in the event that <br /> district authorities fail to take steps required to protect publis health. <br /> Necessary funds for such control should be provided by state legislation. <br /> Legislation should further provide for state financing of research by, or <br /> under the supervision of, the State Department of Public Health into the <br /> causes and methods of preventing air pollution, as well as its existence in <br /> the various areas or basins of the state. <br /> 4. As a part of any effective legislative program for the elimination of air <br /> pollution, provision should be made at both the state and federal levels for <br /> rapid income tax amortization of non - productive facilities which industry <br /> or agriculture is required to construct or install for the purpose of elimi- <br /> nating or reducing the emission of air pollutants. <br /> MRS. VERA ESKIN ADDRESSED 'IHE CITY COUNCIL REGARDING THE TREE PLANTING AND BEAUTIFICATION PRO - <br /> GRAM. She stated that the Chamber of Commerce Beautification Committee were holding a <br /> breakfast meeting, Thursday, January 6th at which time she would like to present the Coun- <br /> cil's thoughts regarding a coordination of plans. It was her suggestion that the Council <br /> Committee activities should be tied into the Arbor Day program. Councilman Granger stated <br /> that in his opinion the committee should be authorized to proceed with the ideas presented <br /> by Mrs. Eskin. An attempt will be made to secure the permission of the Southern Pacific <br /> Company to plant along the right -of -way from Brewster to Broadway. Eventually it is hoped <br /> that the entire right -of -way area from Whipple to the north city limits will be planted. <br /> Councilman Granger then moved that the committee be authorized to make further studies <br /> and work out facts and figures as to the planting program and that Mrs. Eskin take back <br /> the thoughts of the Council to the Chamber of Commerce meeting on January 6th. Motion sec- <br /> onded by Councilman Britschgi. It is understood that the cost of planting will not be at <br /> City expense. However, the Parks Department will be expected to maintain the area.
