f gyp <br /> 2 ^ <br /> PETITION FOR ANNEXATION HIGHLANDS TERRITORY NO. 5. (Hillcrest Road and Oak Knoll). Letter <br /> from City Attorney's office read containing petition. City Engineer Jain advised the Coun- <br /> cil that the Department does not feel that this is an area that should come in because <br /> the City cannot furnish sewer facilities there. The only way it can be done is to go <br /> through unincorporated area, and the only street to it is through unincorporated area. <br /> Councilman Spillers suggested that annexation be approved with stipulation that the <br /> City cannot furnish facilities. This was not advisable inasmuch as the City Attorney <br /> stated that a conditional annexation was not possible. Mr. George Wemmer, 2138 Hillcrest <br /> Road, appeared before the Council and stated that he is aware of the fact that sewers were <br /> not available. He stated further, that there are more property owners who want to come in, <br /> and they would be willing to sign waiver to relieve the City from obligation to furnish <br /> service. Councilman Royer moved that the City Clerk be instructed to notify the peti- <br /> tioners that the City tends to favor the annexation, with the understanding that facili- <br /> ties cannot be furnished, and that this matter be turned over to the Planning Commission <br /> for action, seconded by Councilman Spillers and carried. <br /> RESOLUTION OPPOSING ENGLE BILL NO. HR. 2388, EFFECTING HETCH HETCHY. Councilman Britschgi <br /> offered RESOLUTION 1845 and moved adoption, seconded by Councilman Stout and carried <br /> on roll call. City Attorney informed the Council of the purpose of the bill. Council- <br /> man Granger moved that the City Attorney send telegrams to Congressman Younger and Dion <br /> Holm, City Attorney of San Francisco now in Washington. Certified copies of RESOLUTION <br /> 1845 were also air mailed to Washington. Motion seconded by Councilman Britschgi and <br /> carried. <br /> PARK AND RECREATION COMMISSION RECOMMENDING INSTALLATION OF TURF AND SPRINKLER SYSTEM EAST OF <br /> SWIMMING POOL AND PRESENT LOCATION OF MINIATURE TRAIN. Letter from Park and Recreation <br /> Secretary, Louise Tornell, recommending that the amount of $2,264.32 be set aside from <br /> capital outlay for installation of the above was read. Discussion followed regarding <br /> the possibility of a pitch and putt game being placed in that area, in which case the <br /> turfing will have to be removed. Mr. Irving Gold stated that the Park Department is ready <br /> to install turf and sprinkler system, and the pitch and putt had not been discussed at <br /> any of the Recreation meetings. Councilman Spillers moved that the. City Manager be authori- <br /> zed to enter into a thirty day lease agreemetn (month to month basis) with the operator of <br /> the miniature train, seconded by Councilman Britschgi and carried. Councilman Spillers <br /> offered Resolution transferring $2,264.00 from unallocated fund be approved, seconded by <br /> Councilman Stout. There was much discussion regarding emergency status of this project, <br /> and it was considered no emergency. Also the availability of funds for this project were <br /> discussed. Councilman Spillers withdrew his motion with consent of Councilman Stout. <br /> Councilman Spillers moved that this be placed on the Agenda until the next meeting of <br /> April llth, following the next meeting of the Park and Recreation Commission, seconded by <br /> Councilman Stout and carried. Councilman Britschgi stated that when an amount of money <br /> 1 is taken out of a departmental budget there should be an understanding with the departments <br /> that this money is definitely erased from that particular program for the entire fiscal <br /> year. Councilman Granger requested that records show that there has been no committment <br /> made regarding proceeds of the proposed sale of Hawes Park to the School District. <br /> REMOVE BOTTLENECK BROADWAY VICINITY OF REDWOOD WHOLESALE GROCERS. Councilman Jones moved that <br /> recommendation of the Traffic Committee be approved and the City Engineer be directed <br />
