The permit was granted and plans approved. She proceeded to go ahead with plans financ-
ing through FHA, and now the building is almost completed. Several weeks ago she applied
to the City Water Department for water service and vas told that no connections were being
made. There is a well on the premises ample for gardening needs, but it is doubtful for
household use as there is much seepage from the hills behind the property. Letter from
Mr. E. M. Howell, Public Health Engineer, dated March 2 5, 1 955, confirmed Mrs. Ostrom's
statement and stated that septic tank permit was issued in 1953 and revised on June 15, 1954
Through oversight the Health Department neglected to clear the water connection with the
city. In order that the matter be cleared up, Mr. Howell requested that water connection
be allowed, especially as it appears there is sufficient water at hand. Councilman Royer
moved that the water connection be granted with the understanding that the proper ty owner,
at his own cost, tie into the line, a distance of approximately 500 feet, seconded by
Councilman Spillers and carried. City Clerk was directed to write letter to County Health
