Coun- <br /> cilman Royer moved that the City Manager take the necessary steps toward annexation, second- <br /> ed by Councilman Spillers and carried. <br /> MISCELLANEOUS: <br /> INTRODUCTION OF ORDINANCE REGULATING CALLING FOR BIDS AND REPEALING ORDINANCE NO. 299. Assist- <br /> ant City Attorney advised that this ordinance establishes the procedure of advertising and <br /> calling for bids where the purchase of goods or for the doing of any public work is in ex- <br /> cess of $2,000.00. Councilman Jones moved introduction of ordinance, seconded by Council- <br /> man Stout. Councilman Jones suggested that information be furnished to all bidders in the <br /> form of an enclosure reading "In case of doubt, contact City Manager for additional in- <br /> formation", or similar wording. Motion carried. Councilman Britschgi suggested that when <br /> the bids are called the City Manager make an effort to contact the bidders for any ques- <br /> tions about the bids. After some discussion, it was decided that Councilman Jones' sug- <br /> gestion will be carried out by the City Manager. <br /> RESOLUTION OF PRELIMINARY DETERMINATION OAK STREET IMPROVEMENT HAWES TO GORDON. Councilman <br /> Spillers offered RESOLUTION 1853 and moved adoption, seconded by Councilman Granger and <br /> carried on roll call. Assistant City Attorney Lebsack set public hearing for Monday, <br /> April 18, 1955. <br /> RESOLUTION TRANSFER FROM UNALLOCATED CAPITAL OUTLAY, X43.50 FOR SIDEWALKS AND $339.00 FOR PLAY- <br /> GROUND EQUIPMENT, SWIM POOL. The combined total of $382.50 was included in the budget for <br /> the year 1954. Councilman Stout offered RESOLUTION 1854. for adoption, seconded by Council- <br /> man Spillers. Councilman Britschgi inquired as to the particular items to be purchased. <br /> The information was not at hand, and Councilman Jones offered amendment to the original <br /> motion to defer the Resolution for another week until such time as an itemized list will <br /> be presented to the Council. Motion lost on roll call, Councilmen Royer, Granger, Spil- <br /> lers and Stout voting NO. Councilman Stout moved that the transfer be approved, seconded <br /> by Councilman Spillers and carried on roll call, Councilmen Jones and Britschgi voting <br /> NO. Councilman Granger moved that City Manager notify the department heads that in the <br /> future any requests for transfer of funds must be accompanied by itemized report on the <br /> transfer, seconded by Councilman Britschgi and carried. Councilman Britschgi suggested <br /> that the City Manager review the agenda and present all necessary information together <br /> with recommendations to assist Council in disposing of business at hand in a minimum of <br /> time. <br /> CITY ENGINEER RECOMMENDATION ACCEPT EDGEWOOD MANOR SUBDIVISION. Letter from City Engineer was <br /> read by the City Clerk in which he approved accepting the improvements in this subdivision <br /> subject to correction of all defects in materials and workmanship which might appear with- <br /> in one year from date of acceptance. Councilman Spillers moved recommendation be approved, <br /> seconded by Councilman Royer and carried. <br /> AUTHORIZE CITY CLERK ACCEPT DEED FROM JOS. SCHOPP, JEFFERSON AVENUE WIDENING. Councilman Gran- <br /> ger moved that City Clerk be authorized to accept deed to 5' strip of Lot 20, Block 52, <br /> Central Park #2, seconded by Councilman Spillers and carried. <br /> RECOMMENDATIONS AND SUGGESTIONS: COUNCILMEN AND DEPARTMENT HEADS. <br /> COUNCILMAN STOUT REMARKED THAT THE SOUTHERN PACIFIC WAS REPAVING THE MAIN STREET CROSSING, HOW- <br /> EVER, THE SPRUCE AND CHESTNUT STREET CROSSINGS WERE IN VERY BAD CONDITION AND SHOULD BE <br /> TAKEN CARE OF. The matter was referred to the City Manager for action. <br />
