M. <br /> ON ROLL CALL the following were present: Councilmen Carl A. Britschgi, Wm. H. Royer, R. V. <br /> Spillers, Floyd D. Granger, Paul Jones, Hiram S. Stout, Mayor Sidney D. Herkner and City <br /> Clerk R. S. Dodge. Also present were Water Superintendent H. L. Winter, City Collector <br /> Paul Perrin, Administrative Assistant Orrin Wendling, Police Chief S. D. Wood, Building <br /> Inspector S. H. Kreiss, City Engineer Glenn M. Jain, City Attorney C. B. Currie, City <br /> Manager E. A. Rolison, City Auditor- Assessor J. J. Brophy, Fire Chief Joe Lodi and Civil <br /> Engineer Associate Art Eskelin. <br /> PUBLIC HEARING - REZONE PORTION LOT C, SUB. 2, W. W. & M., ROOSEVELT AT REAR OF S. PELLARIN <br /> PROPERTY. Affidavit of publication was ordered filed by the Mayor. As there were no pro- <br /> tests, written or oral, Councilman Spillers moved that public hearing be closed, seconded <br /> by Councilman Britschgi and carried. City Attorney Currie advised the Council a definite <br /> description is required of the property in order to prepare an Ordianance. Councilman Spil- <br /> lers moved that City Attorney be directed to prepare an Ordinance for rezoning this pro- <br /> perty, seconded by Councilman Royer and carried. <br /> PUBLIC HEARING - SIFFORD & MORROW APPLICATION TO REZONE LOTS 1 TO 6, BLOCK 9, KENSINGTON SQUARE <br /> (Jefferson and Alameda) FROM R -1 TO C -1 -H. Planning Commission recommend denial. Affidav- <br /> it of publication was ordered filed by the Mayor. Mrs. Eva Eskelin, 604 Lancaster Way, <br /> appeared before the Council presenting a petition opposing the rezoning signed by 61 home <br /> owners within a radius of two blocks of the property. Mr. and Mrs. Howard Roe appeared <br /> voicing their objections to the rezoning, stating that they would like to see this area <br /> remain in residential. Mr. Carlos Hulse, Attorney for Sifford and Morrow, appeared before <br /> the Council stating that this area is a natural place for commercial expansion also that <br /> taxwise this will mean a lot to the people of the community. Mr. Sifford addressed the <br /> Council stating that in his opinion this has already been property for commercial use, <br /> suggesting that possibly a medical building or an office will be eventually built there. <br /> He advised the public that it was partly through his efforts that the now Jefferson Plaza <br /> exists, and he feels that it is an asset to the communtiy. Mrs. Eskelin stated that there <br /> is enough commercial in the area now and there is no further need for more commercial. Mr. <br /> T. Tuite, Jr. appeared representing the downtown interest stating their feeling that there <br /> I/ is enough commercial zoning in the residential areas now. Councilman Granger stated that <br /> the time may come when the property should be rezoned, but at the present time, there is <br /> enough business out there, and moved that the application be denied, and the recommendation <br /> of the Planning Commission be upheld, seconded by Councilman Jones. Councilman Royer state. <br /> that sometime ago he voted for the zoning and he will vote for it now. Councilman Spillers <br /> stated that at one time he voted against the rezoning but now he will vote for it with the <br /> thought that the time has come for something to be done with the property. Motion carried <br />
