on roll call, Councilmen Royer and Spillers voting NO. <br /> MR. MILTON WOOD, 1159 HUFF STREET, SAN LEANDRO, CALIFORNIA, APPEARED BEFORE THE COUNCIL <br /> REQUESTING WATER CONNECTION ON MOHICAN WAY IN THE EMERALD LAKE AREA. He stated that <br /> they drilled a well 150 feet deep and found no water, although the people on both sides <br /> of their lot have a satisfactory well. He is anxious to build and would like to be allow- <br /> ed to connect to the 2" line that runs in front of his property. Water Superintendent Win- <br /> ter advised the Council that he had explained the policy of the Council regarding water <br /> connections in the Emerald Lake area. He also stated that the line that runs in front of <br /> the is a 2" line which is approximately 400 feet from the proposed location. Councilman <br /> Jones moved that the request be denied on the grounds that no hardship exists, seconded by <br /> Councilman Britschgi. Mrs. Wood advised the Council that they did not plan to get the <br /> building up for about one year and they assumed that at that time there would be suffi- <br /> cient water. Mr. & Mrs. Wood stated that they had invested $700.00 for the drilling of <br /> the well and for this reason do feel that they should be given consideration. Councilman <br /> Royer advised Mr. & Mrs. Wood that . connections had been allowed where meters formerly <br /> existed and where County had granted a building permit and well had failed. After much <br /> discussion regarding the cooperation of the County in issuing building permits in that <br /> area, Councilman $tout amended the original motion to the effect that the City Manager <br /> investigate and bring in a report next week regarding the action of the Health Depart- <br /> ment in this particular place, seconded by Councilman Spillers. The reason for this <br /> amendment was so the people will know the thinking of the Council. Motion carried on <br /> roll call, Councilman Britschgi and Councilman Jones voting NO. <br /> MR. LAWRENCE SIFERS, 3151 MIDDLEFIELD ROAD, APPEARED REQUESTING BUILDING PERMIT ON LOT 34., <br /> BLOCK 4, JEFFERSON ACRES ON MYRTLE STREET. He stated that he has discussed this with <br /> the Building Inspector and he would like to ask the Council for an opinion if this pro- <br /> perty is included within the Community Park boundaries. Building Inspector requested <br /> a ruling on this matter before granting a building permit. City Manager will investigate <br /> and report back to the Council next meeting. <br /> MR. FRANK DePATTA APPEARED REQUESTING ANNEXATION OF Lot 2, BLOCK 17, OAK KNOLL MANOR which <br /> is one of three lots in small triangle adjacent to City Limits, Council was of the op- <br /> inion all three lots should be considered. Councilman Royer moved the matter be ref - <br /> erred to the Planning Commission, seconded by Councilman Jones. Councilman Britschgi <br /> suggested that in annexing this an island would be forned in the Upton Street area. <br /> Original motion was amended to the effect that the City Attorney will furnish the nec- <br /> essary information to the Planning Commission regarding this annexation. It developed <br /> that a petition is to be circulated in the Upton Street area in the near future. Motion <br /> carried. <br /> REPORTS <br /> CITY MANAGER REPORT ON JOS. MADDEN REQUEST FOR PERMIT TO CEMENT AREA BETWEEN CURB AND SIDEWALK, <br /> 1406 MADISON AVENUE. Letter from City Manager stating that it is possible that the area <br /> between the curb and sidewalk which is 7i feet in width, may be needed for the location <br /> of gas and water lines in the future, and recommended that this should not be covered with <br /> any type of permanent pavement. Councilman Britschgi moved that the request be denied, <br /> seconded by Councilman Stout and carried. <br /> CITY ATTORNEY AND FIRE CHIEF RE: PROPOSED ANNEXATION AREA OAK KNOLL AND HILLCREST ROAD, <br />
