3C <br /> MINUTES OF REGULAR MEETING <br /> REDWOOD CITY COUNCIL <br /> May 2, 1955, 8:00 P. M. <br /> ON ROLL CALL the following were present: Councilmen Carl Britschgi, Wm. H. Royer, Floyd D. <br /> Granger, Hiram S. Stout, Paul Jones and Mayor Sidney D. Herkner. Also present were City <br /> II <br /> Clerk R. S. Dodge, Water Superintendent H. L. Winter, Police Chief S. D. Wood, City At- <br /> torney C. B. Currie, City Engineer Glenn M. Jain, City Manager E. A. Rolison, Police Cap- <br /> tain Wm. Faulstich, Building Inspector S. H. Kreiss, Fire Chief Joe Lodi, Administrative <br /> Assistant Orrin Wendling, Auditor - Assessor J. J. Brophy and Len Greenwold representing the <br /> Planning Commission. <br /> MINUTES OF REGULAR MEETING OF APRIL 18TH AND ADJOURNED MEETING OF APRIL 25TH WERE APPROVED <br /> as mailed on motion of Councilman Jones, seconded by Councilman Britschgi which carried. <br /> PUBLIC HEARING - COUNCIL INITIATIVE TO REZONE BLOCK BOUNDED BY EL CAMINO, CENTER, HEMLOCK AND <br /> WOODSIDE ROAD TO C- 1 -H -F. Affidavit of publication was ordered filed by Mayor. Letter <br /> from Mr. and Mrs. Agbayani opposing the rezoning of Lots 6 and 7 and requesting that they <br /> be notified officially of any application for a change in the variance between the Hinman <br /> property and theirs. The Agbayanis had no objections to the rezoning of the rear of Mrs. <br /> Morgan's lot. Mesdames Harold G. Fowler and Lloyd R. Ayres appeared basing their opposi- <br /> tion on the traffic problem in the area. Police Captain Wm. Faulstich stated that a red <br /> zone at the south side of Center Street, at El Camino to open up the area for the use of <br /> Autos turning into that area is underway. Mr. Lawrence Costello, representing Columbus <br /> Reid, appeared requesting that City Attorney explain the meaning of C- 1 -H -F. Mr. Costello <br /> is <br /> stated that Mr. Reid's property /in the area where normal growth and progress will definite- <br /> ly define it for commercial purposes and that the area will never, in the future, enjoy a <br /> building and improvement program for residential use. Mrs. Morgan stated that she will <br /> have ample parking for customers and she is very anxious to start operations. She stated <br /> that the laundry business would not cause a traffic hazard. Councilman Jones moved public <br /> hearing be closed, seconded by Councilman Britschgi and carried. After much discussion <br /> regarding the parking situation, Councilman Granger moved that the Planning Commission's <br /> recommendation be concurred with, and the records show that the Planning Commission be <br /> alerted that if any person in the area attempts to develop business, the immediate pro- <br /> perty owners be notified so that they may appear if they so desire, City Attorney to pre- <br /> pare the necessary ordinance, seconded by Councilman Britschgi and carried. <br /> PUBLIC HEARING - CORA BELLE HERMAN TO REZONE LOT 2, BLOCK 7, REDWOOD HIGHLANDS (Elwood and Broad- <br /> way) FROM R -1 TO R -3. Planning Commission vote was 3 to 2, failed to get 2/3 vote. Affi- <br /> davit of publication was ordered filed. Mr. Dell'Ergo, Attorney for Mrs. Herman appeared <br /> stating that this is a vacant lot, surrounded by multiple dwellings adjacent to medical - <br /> clinical business. He stated that after discussion with the Planning Commission and oppo- <br /> nents, Mrs. Herman agreed upon set -back lines on Elwood Street to conform with the general <br /> nature of the street, architectural control, height restrictions and also time limitations. <br /> After much discussion regarding the desirability of the zoning, during which time Mrs. Jim <br /> Dodge, Mr. Chas. Faso and Mrs. Dwinelle voiced their approval, Councilman Granger stated <br /> that he will vote for the introduction of the Ordinance and he will go on record opposing <br /> it if when the hearing comes along there is no architectural plan of what is going to be <br />
