3 :1 <br /> carrier, seconded by Councilman Britschgi and carried. <br /> JACK ESTES, 712 VERA AVENUE, REQUEST 120 DAY EXTENSION OF SIDEWALK CONSTRUCTION NOTICE. Letter <br /> from Mr. Estes stating that it will be difficult for him to start work because of financ- <br /> ing. Councilman Royer moved that this be carried over for one week, seconded by Council- <br /> man Granger and carried. Councilman Granger will discuss this matter with Mr. Estes. <br /> APPLIANCE DEALERS ASSOCIATION REQUEST PERMIT TO HANG BANNER OVER BROADWAY ADVERTISING HOME AND <br /> GARDEN FESTIVAL, June 1 and 2. Letter from the Association read. Councilman Britschgi <br /> moved that the request be denied on the basis that if one is permitted then the Council <br /> will be obliged to permit all banners, and it might result in a banner on the streets every <br /> week or every other week. Furthermore, some of them are not in good condition, and the <br /> City runs the risk of traffic hazards. Motion lost for want of a second. Councilman Stout <br /> moved that permit be granted, seconded by Councilman Granger. Fire Chief Lodi stated that <br /> the type of banners should be taken in to consideration. Councilman Stout added to his mo- <br /> tion that the permit be subject to the approval of Fire Chief and City Engineer. Motion <br /> failed to carry on roll call, Councilmen Britschgi and Jones and Mayor Herkner voting NO. <br /> Councilman Spillers noted absent. <br /> RECOMMENDATIONS AND SUGGESTIONS: COUNCIL AND DEPARTMENT HEADS <br /> COUNCILMAN BRITSCHGI SUGGESTED THAT IN REGARD TO WATER POLICY IN THE EMERALD LAKE AREA the Coun- ' <br /> cil definitely outline its policy. Councilman Britschgi suggested that a committee of <br /> City Manager, Water Superintendent, City Attorney and County Health Officer Howell be ap- <br /> pointed to investigate future applications and dispose of them whenever possible without <br /> referring to the City Council. Councilman Royer stated that the general policy of the <br /> Council has been to grant water service only to those lots that have had prior meters or <br /> to hardship cases. Councilman Jones stated that the Council has never had any proof of <br /> these hardship cases. <br /> COUNCILMAN GRANGER DISCUSSED THE LACK OF SIGNS ON JEFFERSON AND MIDDLEFIELD ROAD AT BAYSHORE <br /> INDICATING NO LEFT TURN AND DIRECTING TRAFFIC TO SAN FRANCISCO. Councilman Royer moved <br /> that the Traffic Fact Finding Committee take the matter up with the Highway Department, <br /> seconded by Councilman Granger and carried. <br /> COUNCILMAN GRANGER SUGGESTED THAT NOW MIGHT BE A GOOD TIME TO REQUEST A SPECIAL CENSUS. City <br /> Manager advised this is being checked into at the present time. Agenda May 9th. <br /> COUNCILMAN GRANGER, as a matter of record, PRESENTED TO THE CITY ENGINEER AND CITY CLERK COPIES <br /> OF THE HISTORY OF THE STUDIES ON THE 12 MILLION GALLON RESERVOIR.SITE. <br /> COUNCILMAN GRANGER CALLED ATTENTION TO THE SITUATION AT RENATO COURT WHEREIN TRAFFIC HAS TO 5TH <br /> AVENUE INTERSECTION TO MAKE A LEFT TURN. Councilman Granger moved that this be rbferred <br /> to the Traffic Fact Finding Committee, seconded by Councilman Britschgi and carried. <br /> COUNCILMAN ROYER STATED THAT THE SOFTBALL SEASON HAS OFFICIALLY OPENED AND A GENTLEMAN WAS ON <br /> HAND WITH A SORT OF CATERING SERVICE who wishes to legally erect a temporary stand on the <br /> ball grounds. City Attorney stated that the man would have to have a franchise inasmuch <br /> as he will be located on City property. It is possible a small area could be leased to <br /> this gentleman, however, it will be necessary to offer the franchise on bids. Councilman <br /> Royer will advise applicant to submit a written application. <br /> COUNCILMAN STOUT BROUGHT UP THE MATTER OF THE LETTERS WRITTEN TO VARIOUS ORGANIZATIONS RE: DONA- <br /> TIONS FOR BENCHES TO BE SITUATED THROUGHOUT THE CITY and requested information as to how <br /> many replies have been received.
