09 <br /> r w <br /> PUBLIC HEARING. ADOPTION OF ORDINANCE 600.56 REZONING PINE AND STAMBAUGH AREA FROM R -3 TO R -4, <br /> this being all of Lots 1, 2, 3, 4, 9, 10, 11 and 12, Block 51, Eastern Addition. Affidavit <br /> of publication was ordered filed. There being no protests oral or written, Councilman Stout <br /> moved that public hearing be closed, seconded by Councilman Spillers and carried. Council- <br /> man Jones moved adoption of ORDINANCE 600.56, seconded by Councilman Spillers and carried <br /> on roll call, Councilmen Royer and Britschgi noted absent. <br /> PUBLIC HEARING. ADOPTION OF ORDINANCE 799 ESTABLISH FIRE ZONE NO. 2, PINE AND STAMBAUGH AREA. <br /> Affidavit of publication was ordered filed by the Mayor. There being no protests, oral <br /> or written, Councilman Stout moved that public hearing be closed, seconded by Councilman <br /> Spillers and carried. Councilman Spillers moved adoption of ORDINANCE 799, seconded by <br /> Councilman Stout and carried on roll call, Councilmen Royer and Britschgi noted absent. <br /> REPORTS <br /> COUNCILMAN SPILLERS RE: PROPOSED POLICE BUILDING. Letter from Police Department Building Com- <br /> mittee in which they advised that a meeting had been held on May 10th to discuss possibil- <br /> ity of proceeding with a police building which would be adequate to meet the needs of the <br /> Police Department for several years and be so designed to allow for additions when needed <br /> in the future. The committee recommended that the City Manager be authorized to secure <br /> plans and specifications for a police building not to exceed $70,000.00, and also recom- <br /> mended that money for this project are available as follows: <br /> $23,500.00 in 1944 Police Building Bonds <br /> $46,500.00 from Capital Funds <br /> Councilman Granger, in speaking for the committee, stated that they were basing their re- <br /> commendation on the results of the majority vote on the bond issue even though the 2/3 <br /> necessary for passage of bonds was not approved. This lead the committee to believe that <br /> the voters of Redwood City are willing to support the building proveded the committee can <br /> find funds that in no way will increase the tax rate. He stated that no money is being <br /> spent from tax rate and the majority of the money is coming from capital sale and going <br /> back to capital improvements. Councilman Granger stated that the committee set a maximum <br /> to build on and it is up to the architect and those working on the project to stay within <br /> the maximum. Councilman Jones stated that the overall cost of $70,000.00 is nowhere near <br /> the amount of money asked for in the bond issue as the building will be a smaller unit. <br /> Mayor Herkner advised that the cost will be from LSO% to 50% less than 20 year bonds, and <br /> the building will be paid for when completed and completely free of debt, and there will <br /> be no increase in the present tax rate. Councilman Stout moved that the letter be accept- <br /> ed and the City Manager be instructed to take necessary steps to employ an architect for <br /> the work to be done on the project, seconded by Councilman Jones and carried. <br /> CITY ATTORNEY REPORT ON RESUBDIVISION OF LOTS. City Attorney Currie reported that an examina- <br /> tion of the subdivision Ordinance seems to indicate that it would be possible to provide <br /> a procedure whereby when lots of unusual topographical conditions or other special condi- <br /> tions are to be subdivided notice could be given. The Subdivision Ordinance provided that <br /> all lots should have 50 foot frontage, not less than 90 foot depth and not less than 6000 <br /> square feet area. City Attorney recommended that the matter be referred to the Planning <br /> Commission with recommendation that they prepare an ordinance in compliance with the sug- <br /> gestions of the Council and refer back to the Council for adoption. The Planning Commis- <br /> sion is recommending other changes in the ordinance. Councilman Spillers so moved, second- <br />
