15W 5 CEO <br />operation resulted in soil and ground water contamination at both parcels. On -going site <br />remediation has been completed and monitoring will proceed under the purview of San <br />Mateo County Environmental Health. <br />GENERAL PLAN LAND USE DESIGNATION AND CONFORMANCE: The Redwood <br />City General Plan designates the 150 El Camino Real parcel as 'Heavy <br />Commercial /Office Mixed Use Residential;' and the 20 Avondale Avenue parcel as 'Low <br />Density Residential.' The building footprint of the proposed mixed -use project will be <br />located on the 150 El Camino Real portion of the property (except for a few feet). This <br />proposed use on the site conforms to the General Plan. However, a General Plan <br />Amendment will be needed for the 20 Avondale site. <br />ADJACENT LAND USES: The property is located on the southwest corner of El <br />Camino Real and Avondale Avenue. A single family home is located immediately to the <br />southwest of the property on Avondale Street. Another single family home property, <br />with frontage on Finger Avenue, abuts the rear west corner of the subject property. The <br />remainder of Avondale and Finger Avenues is predominately developed with single <br />family homes. A retail commercial business (Mountain Mike's Pizza) is located <br />immediately to the northwest of the property along El Camino Real. A fast food <br />restaurant (Kentucky Fried Chicken) is located across the street from the Avondale <br />Avenue frontage. Various commercial businesses are located to the northeast, on the <br />other side of El Camino Real. <br />SPECIAL STUDY AREA: No <br />FLOOD HAZARD AREA: Most of the property is located within Flood Zone 'C,' which <br />designates areas of minimal flooding. The front portion of the property, approximately <br />50 feet in width, parallel to El Camino Real, is located within Flood Zone 'B,' which <br />includes the following: 'areas between limits of the 100 -year flood and 500 -year flood; <br />or certain areas subject to 100 -year flooding with average depths less than one foot or <br />where the contributing drainage area is less than one square mile; or areas protected <br />by levees from the base flood.' The adjacent neighborhood area is also known to <br />experience some seasonal flooding, as reported by nearby residents where basements <br />flood during heavy rains, and the parking lot of the adjacent business on El Camino <br />Real has been flooded during similar weather conditions. <br />DEPARTMENTS COMMENTING: Engineering <br />PROJECT ANALYSIS: <br />BACKGROUND <br />On October 16, 2001, the Planning Commission held a public hearing to review an <br />application for a General Plan Amendment, Zoning Map Amendment, Environmental <br />Assessment, Planned Development Permit, Use Permit and Variance to construct a <br />"mixed use project" at 150 El Camino Real and 20 Avondale. The project consists <br />of 13,466 sq.ft. office space on the first two floors, seven rental residential units on <br />the third floor, underground and surface parking with associated site landscaping. <br />Please refer to the attached site plan and elevations. <br />
