· If necessary, serve notice to property owners 15 days prior to public hearing <br /> on Resolution of Necessity. <br /> <br /> · Continue to negotiate with property owners until condemnations are filed with <br /> the court. <br /> <br />SCOPE OF SERVICES <br /> <br />Acquisition Services: The Acquisition Services proposed within will assure that the property <br />rights acquired are in full compliance with State and Federal Regulations. Crossroads R/W <br />will act as liaison between the Agency's Project Manager and escrow companies and will <br />assist legal counsel as needed. The following services will be provided: <br /> <br />Acquisition services will be in compliance with applicable State and Federal <br />Regulations and the Redwood City Redevelopment Agency's procedures. <br /> <br />Review title reports, appraisal reports, construction plans, maps and other <br />documents in sufficient detail in preparation for negotiations with property <br />owners and other parties to obtain interest in the real property as required by <br />the Agency. <br /> <br />Prepare for approval by the Agency's Project Manager, a written offer to <br />acquire the property. The offer shall include a statement for the basis for the <br />offer of just compensation which include the items listed below: <br /> <br />a) <br /> <br />b) <br /> <br />c) <br /> <br />d) <br /> <br />A statement of the amount of offered as just compensation. The <br />compensation of damages, if any to the remaining real property shall <br />be separately stated. <br />A description and location identification of the real property to be <br />acquired. <br />Where appropriate, the statement shall identify any separate held <br />ownership interest in the property (e.g., a tenant-owned improvement) <br />and indicate that such interest is not covered by the offer. <br />A summary of comparable sales, as adjusted and as directed by the <br />Agency's Project Manager. <br /> <br />Initiate contact with the owner or the owner's representative and discuss the <br />offer of just compensation. Explain the acquisition policies and procedures <br />per State and Federal Regulations. Meet with each property owner at <br />appointed times, convenient for the owner, to present offers, explain the <br />acquisition process and gather information. Follow up and negotiate with <br />each property owner as necessary to resolve any problems and arrive at a <br />mutually agreeable settlement (a minimum of three personal contacts with <br />each property owner in order to obtain required executed documents). <br /> <br />Coordinate acquisition with the Agency's Project Manager and the Agency's <br />Project Coordinator, title company, property owners and appraiser. This <br />includes prompt transmittal of executed documents (notarized deeds, <br />acquisition agreements, etc.) to Agency's Project Manager for acceptance <br />and processing. <br /> <br /> <br />
