Page 2

WORK PLAN

Consultant will provide archaeological monitoring services during subsurface construction.
Archaeological monitoring will consist of monitoring of ground disturbing excavation by a
professional archaeologist, processing of collections obtained during monitoring including a
listing of cultural materials and a catalogue depending on quantity of recovered cultural
materials, contextual research on the project alignment, a monitoring closure report and storage
preparation services for any cultural materials recovered during construction monitoring in
accordance with Redwood City requirements. The following tasks are anticipated to meet
Redwood City requirements for cultural resources compliance.

Task 1 - Archaeological Monitoring

Archaeological monitoring~ of subsurface construction including grading and excavation for the
culvert and any other utilities is required by the mitigation measures of the Final EIR for the
project. It is our intent to monitor only when necessary based on the background information we
have for the project. The Monitoring Archaeologist will determine the duration and intensity of
the monitoring program which will range from full time monitoring to "as needed" inspections
on either a regular or intermittent basis throughout all ground disturbing construction operations.
Full time monitoring will probably be necessary for the first phases of the project tapering to an
intermittent, discretionary basis unless any indications of significant subsurface resources are
noted by our monitor. The Monitoring Archaeologist, will have the authority to temporarily halt
construction operations within 10 meters of a find or resource exposure to determine if
significant or potentially significant cultural resources are present and if they will be adversely
affected by continuing construction operations. Work may be redirected to other locations
outside of the find zone. NOTE: Basin Research Associates' Staff and the Monitoring
Archaeologist will be available via telephone in the event of an unexpected discovery for review
in the event that the Monitoring Archaeologist is not on-site. Typical response time should be
within 90 minutes depending on traffic.

As part of the monitoring services, it is anticipated that the consultant will interact with the
Designated Observers to be provided by the City's HRAC~ It is expected that the Monitoring
Archaeologist on-site, in consultation with the Principal Investigator, will be the ultimate
authority in regards to monitoring, artifact and feature collection, and other cultural resources
issues.

Native American burials will be handled in accordance with state law. Any other prehistoric
cultural resources will be subject to identification and evaluation. Significant resources as
defined by the California Environmental Quality Act will be mitigated in consultation with the
City (i.e., Cultural Resources Management Plan n.d.) and other regulatory agencies as
appropriate.

Task 2 - Collection Processing

Wash/Clean: Washing will be undertaken to remove excess dirt to permit cataloging. This phase
xvill also include comparison of field inventor- information with individual bag annotations prior
to washing. Processing ~vill be completed by a lab assistant.

1. Archaeological Monitoring refers to the controlled observation and regulation of construction operations on or
in the vicinity of a known or potentially significant cultural resource in order to prevent or minimize impact to
the resource.

BASIN RESEARCH ASSOCIATES
