<br />General Findings:
<br />Article 38.2 of the Redwood City Zoning Ordinance prohibits the use of commercial
<br />wireless communications facilities within the following residential districts: RH, R-1, R-2, R-
<br />3, R-4, and R-5, except those located on City-owned property or on privately-owned
<br />property used solely for public or quasi public use. Often times church sites (quasi-public
<br />uses) can provide an optimal location for wireless telecommunication facilities within a
<br />residential zoning district that would otherwise restrict the use of commercial wireless
<br />telecommunication facilities.

<br />The site is situated on a 2.7 acre parcel surrounded by a single-family residential
<br />neighborhood. The subject property is bordered by McGarvey Avenue to the North,
<br />Connecticut Drive to the West and Roosevelt Avenue to the East and South. Given the
<br />topographical characteristics of the surrounding neighborhood and the existing height of
<br />the church sanctuary, staff determined that a second installation (i.e. co-location) at the site
<br />could be reasonably accommodated.
<br />
<br />Article 38.8 states that no roof-mounted antenna shall extend higher than twenty (20) feet
<br />above a roof line. As proposed the antenna installation will extend approximately five and a
<br />half feet (5'6") above the existing roof line. Setback requirements as reference in Article
<br />38.9 state that antennas shall be set back a minimum of twenty (20) feet from the front
<br />property line. The distancing requirement is Article 38.10 also require antennas to be
<br />located a minimum of twenty (20) feet from the nearest residentially zoned parcel or
<br />residential use. Both of these requirements are accomplished under the proposed
<br />submittal and therefore the subject application complies with the requirements of Article 38
<br />of the Redwood City Zoning Ordinance.
<br />
<br />Noise:
<br />With the design of the proposed project (i.e. equipment enclosures and high quality
<br />equipment) and the incorporated conditions of approval, such as operational and repairing
