<br />7,A-)~ <br /> <br />1. General Findings <br /> <br />Findings: <br />. The purpose of Redwood City's Zoning regulations which govern wireless <br />communications facilities is to allow wireless communications facilities which <br />provide for the personal communications needs of residents of the City and <br />region, and of local business and government, while minimizing adverse visual <br />and operational effects of such facilities through appropriate design, siting, and <br />screening. As a result, were appropriate the City encourages the co-location of <br />facilities and/or consolidation of facilities at one site provided the cumulative <br />impacts do not create adverse aesthetic or operational impacts. <br />. Article 38.2 of the Redwood City Zoning Ordinance prohibits the use of <br />commercial wireless communications facilities within the following residential <br />districts: RH, R-l, R-2, R-3, R-4, and R-5, except those located on City-owned <br />property or on privately-owned property used solely for public or quasi public <br />use. Public uses include, but are not limited to public schools, parks, <br />playgrounds, hospitals, and administrative and service facilities. Quasi-public <br />uses are defined as uses operated by a private non-profit educational, religious, <br />recreational, charitable, or medical institution and having the primary purpose <br />of serving the local community, including, but not limited to, churches, schools <br />and colleges, recreational facilities, and private hospitals. Often times church <br />sites can provide an optimal location for wireless telecommunication facilities <br />within a residential zoning district that would otherwise restrict the use of <br />commercial wireless telecommunication facilities. <br /> <br />2. Noise <br /> <br />Findings: <br />. The proposed equipment is expected to operate on a 24-hour basis. The <br />application indicates that the equipment produces sound emissions with a <br />maximum of 60 dB. The City anticipates that the distance of the equipment <br />from the adjacent properties and publicly accessible areas, will effectively <br />mitigate equipment visibility, noise and vibration to an insignificant level as <br />perceived by adjoining properties and by residential properties. Furthermore, <br />the proposed equipment cabinets will be located within an enclosure, which will <br />serve to further minimize the visual and noise impacts to the adjacent <br />properties. <br />. The telecommunications facility is anticipated to require maintenance at a <br />maximum of twice a month. The applicant has assured the City that all <br />maintenance activities will occur on weekdays during daytime hours. Noise from <br />these maintenance activities is not expected to adversely impact adjacent <br />properties. <br /> <br />Conditions: <br />
