<br />7_A-/~ <br /> <br />7. No conduit or cable trays shall be permitted along the roof. No exposed flashing <br />is permitted. <br />8. The church steeple shall be constructed of an architectural style and a material, <br />fiber reinforced plastic (FRP), that is consistent with the existing church's <br />texture, trim and detailing as indicated on the plans and photo simulations <br />submitted September 8, 2004. The steeple shall be painted to match the <br />existing building in color. <br />9. The steeple shall be widened to match the proportions of the church detailing. <br />10. The location of the antennas and equipment cabinet shall be consistent with the <br />plans and photo simulations submitted and submitted September 8, 2004. <br />11. The brick equipment enclosure shall be constructed of a pattern, texture, and <br />color to match that of the existing church and existing equipment enclosure. <br />12. The existing landscaping which screens the proposed equipment enclosure shall <br />be maintained, In the event that the existing landscaping fails, it shall be the <br />responsibility to replace the landscaping in kind, <br /> <br />4. Radiation <br /> <br />Findings: <br />. The Telecommunications Act of 1996 contains provisions relating to the federal <br />jurisdiction to regulate human exposure to RF emissions from certain <br />transmitting devices. In particular, Section 704 of the Act states that, "No State <br />or local government or instrumentality thereof may regulate the placement, <br />construction, and modification of personal wireless service facilities on the basis <br />of the environmental effects of radio frequency emissions to the extent that <br />such facilities comply with the Commission ~ regulations concerning such <br />emissions. ,,1 <br />. The proposed radiation levels are well within the allowable limits as set by the <br />FCC per the applicant's R/F report (which includes both the existing wireless <br />facilities as well as the proposed). The report states that under maximum <br />operating conditions, the highest power density in a publicly accessible area is <br />0.35% of the maximum permissible limit allowed for the public. Additionally, the <br />report states that the combined effect of the measured RF level and the <br />maximum calculatéd additional contribution at ground level is 1% of the <br />existing standard for general population uncontrolled exposure. <br />. The application is limited to the antennas and equipment cabinets being <br />proposed at this time (6 panel antennas and 3 equipment cabinets), and no <br />additional equipment shall be installed pursuant to this application. <br />. Radiation associated with these types of installations is subject to review by the <br />F.c.C, and not the City of Redwood City. <br />.
