<br /> ':fA ~t <br /> ~ Mitigation: Prior to City approval of any tentative map or development <br /> ....,.. agreernent for the Project, the City shall purchase frorn the SBSA the dry weather <br /> treatment capacity necessary to accornrnodate the projected net increase in sewage <br /> generated by the Project; the project applicant shall reimburse the City for the costs <br /> associated with such purchase. In order to rnitigate the limited transmjssion capacity <br /> frorn the Project site to the SBSA treatrnent plant, the project applicant will be required <br /> to upgrade the influent lifting station at the treatrnent plant and upgrade the treatment <br /> plant itself as necessary, as well as irnplernent one of three design solutions set forth in <br /> Mitigation 10-2. <br /> Findings: The rnitigation rneasure identified above js feasible and would <br /> reduce the potentially significant environrnental irnpact described above to a less-than- <br /> significant level. <br /> c. Police Service <br /> Potential Impact: The Project will generate a need for up to <br /> approxirnately four additional sworn police officers (Irnpact 10.,3). While this would not <br /> be expected to generate an adverse irnpact on the physical environrnent, it js within the <br /> scope of the FEIR's analysis. <br /> Mitigation: The Redwood City Police Departrnent shall review and revise <br /> its staffing policies to accornrnodate the service needs generated by the Project. For <br /> each City-approved developrnent at the Project, the City shall withhold approval of <br /> - Certificates of Occupancy unless and until it is determined that adequate police <br /> protection can be provided and normal City service standards rnaintained prior to <br /> occupancy. In addition, Project developrnent plans shall be subject to review by the <br /> Redwood City Police Departrnent to identify specific design rneasures that rnay be <br /> warranted to reduce the potential for criminal activity (Mitigation 10-3). <br /> Findings: The rnitigation rneasures described above are feasible and <br /> would reduce the Project-related increases in police service demands to a less-than- <br /> significant level. <br /> D. Emerqency Responses and Evacuation Impacts <br /> Potential Irnpact: Project-related traffic would add to traffic congestion <br /> on Bair Island Road, East Bayshore Road, and other local roadways, possibly delaying <br /> ernergency response and limiting the Police Department's ability to evacuate the Project <br /> vicinity safely during an emergency or rnajor disaster (Irnpact 10-4). While ernergency <br /> response and evacuation effects thernselves would not be expected to generate an <br /> adverse impact on the physical environrnent, these irnpacts are within the scope of the <br /> FEIR's analysis. <br /> Mitigation: The Project will be required to implement mitigatjon measures <br /> identified in chapter 7 of the FEIR to reduce Project-related traffic impacts on Bair Island <br /> - Road, East Bayshore Road, and other local roads to less-than-significant levels.
