To the extent necessary, the <br /> City shall require the Project to provide a fair-share contribution toward provision of new <br /> staff facilities and equipment costs which exceed general fund capacity. The facilities <br /> and equipment needed and amount of any fair-share contribution, cannot be determined <br /> at this time, especially given the length of time and possible variety of future <br /> circumstances. The City shall withhold approval of Certificates of Occupancy for the <br /> Project unless and until it is determined that adequate fire protection and emergency <br /> medicai service standards can be met.
