A9

G. Emeraencv Access Imaacts
Potential Impact: The Project may conflict with RCFD standards for road
design as further described in Impact 10-7. Until tentative maps are available for
review, the existen :e of this confl, :t cannot be assessed.
Mitigaton: The City hall review and approve any proposed subdivision
map for the Project, and the applicant shall demonstrate to the City's satisfaction that
the Project complies with all applicable City and RCFD road design and emergency
access standards or such alternative standards as the City may determine are feasible
and will not impair emergency response.
Findings: The mitigation measure identified above is feasible and
reduces the potentially significant environmental impact described above to a less-than-
significant IeveL
H. Parks and Recreation Services Impacts
Potential impact: The Project will increase demand for local parks and
recreational services; approximately 6.8 acres of additionai improved parkland or other
equivalent area would be required to maintain the City's current ratio of 1.7 acres of
parkland per 1,000 residents (Impact 10-8).
Mitigation: The Parks, Recreation and Community Services
_ Development Strategic Plan (the "Strategic Plan") referred to in the FEIR as being
formulated by the City has not been adopted prior to this resolution and the City has
determined that under the circumstances, the requirements of the Strategic Plan shall
not apply to the Project. The Precise Plan for the Project reflects relevant City
departments' determination of the standards by which to evaluate the project appiicanYs
plans for parks and recreation services. Applying those standards, the conventional
parks, espianades, marina and other park areas within the Project are equal to a ratio of
at least 1.9 acres per thousand anticipated residents—the existing ratio of parkland
within the City with Redwood Shores excluded (Mitigation 10-8).
Findings: Application of the Precise Plan requirements to the Project is
feasible and reduces the potentially significant impact on availability of parkland and
park and recreation services described above to a less-than-significant level.
I. Solid Waste Diversion Impacts
Potential Impact: The Project may fail to meet state-mandated
requirements for solid waste stream diversion. Site and project plans developed to date
do not provide enough detail to determine if adequate recycling provisions have been
included in the Project design (Impact 10•9).
Mitigation: The final architectural design for the Project shall include
chutes for recyclable materials immediately adjacent to the garbage chutes or at other
– suitable locations approved by the City in the residential towers.
