A -
 - effect of the Project on this freeway segment during the PM peak hour is a significant
` unavoidable impact.
F. Prect Impact on Eastbound SR 84. Willow Road to Universitv
Avenue and Universitv A. to the Gaun LiYs Seaments — PM
Peak Hour
Potential Impact: The Project is expected to increase trac volumes by
more than one percent of capacity on Eastbound SR 84, Willow Road to University
Avenue and University Avenue to the Counry Line segments, during the PM peak hour,
a period during which these segments already operate at an unacceptable level of
service (Impact 7-6).
Mitigation: The Project shall be required to implement a TDM program
meeting the criteria set forth in Mitigation 7-2 (Mitigation 7-6).
Findings: Mitigation 7-6 is feasible and will help to partially mitigate
Impact 7-6. However, mitigation of this impact to a less-than-significant level would
require the addition of another eastbound through lane to both freeway segments, which
is not feasible because this freeway widening would require multiple approvals from
multiple jurisdictions beyond the authority of the City and would require resources.
beyond the capacity of any individual development project or the City. Therefore, the
effect of the Project on this freeway segment during the PM peak hour is a signcant
unavoidable impact.
G. Transit Accessibilitv Impact
Potential Impact: The Project will create a need for expanded transit
service in the BayfronUBair Island Road area, possibly including the addition of one or
more SamTrans bus routes into the area, as described in Impact 7-7. There is cuRently
inadequate space for a SamTrans bus to turn around in the Bair Island Road area,
which deficiency would preclude a future bus route from conveniently serving the area.
Mitigation: The Project shall implement Mitigation 4-3, dealing with the
incorporation of a number of "smart growth" elements in the Project, including the
establishment of transit links between the Project and local and regional express transit
corridors and/or hubs, such as the EI Camino Real transit corridor and/or the Redwood
City CalTrain intermodal station, and between the Project and downtown Redwood City
and/or other local employment, financial, and retail concentrations. As part of such
implementation, the Project shall accoi imodate on-site or contribute its fair share to a
bus turn-around in the Bair Island Road area to allow for more convenient SamTrans
bus service into the area (Mitigation 7-7).
Findings: These mitigation measures are feasible and would reduce the
impact described above, othenvise potentially significant, to a less-than-significant level.
izasaznsze.z o
Ariy/Reso/Reso.1470
052004
