�.A- �q <br /> II. TASK FORCE OPERATIONS <br /> The City Council allowed the Task Force to establish some of its own ground <br /> rules. The Task Force established ground rules during the first few meetings. <br /> Some of the more pertinent ground rules are identified below. <br /> A. Operational Charge <br /> 1. The Task Force accepted that its charge was outlined in the City <br /> Council Memorandum drafted by Councilpersons Jeff Ira and <br /> Barbara Pierce, dated August 7, 2003, and adopted by the City <br /> Council on August 11, 2003. This City Council Memorandum <br /> charges the Task Force with finding "2,000 acre feet per year of <br /> recycled water and/or additional conservation of water ... by 2010," <br /> and if the Task Force fails to accomplish this charge, the City <br /> Council will begin to implement "Altemative E" of the Redwood City <br /> Recycled Water Project. <br /> 2. It should be noted, however, that Alternative E provided a potable <br /> water savings of only 1,946 AF/YR, not 2000 AF/YR. Accordingly, <br /> the primary focus of the Task Force was to find ways to avoid the <br /> use of recycled water for irrigation at schools and playgrounds and <br /> match the potable water savings of Alternative E, not exceed it. The <br /> Task Force made the assumption that the 2,000 AF/YR identified in <br /> the City Council Memorandum was a"rounded-up" figure, and not <br /> intended to burden the Task Force with finding an additional 54 <br /> AF/YR beyond the potable water savings provided by Alternative E. <br /> 3. Further, the City Council Memorandum charges the Task Force <br /> with finding alternative sites to schools and playgrounds for the use <br /> of recycled water, thus allowing the City to avoid using recycled <br /> water at schools and playgrounds. The Task Force assumed the <br /> term "schools and playgrounds" was not used in an exclusive <br /> manner, but would also include playing fields and parks where <br /> children play. <br /> B. Final Report <br /> The Task Force agreed to prepare a Final Report for submission to the <br /> City Council at the conclusion of the meetings to document its findings <br /> and recommendations.
