�.,� _� <br /> exempt from the requirements of NEPA and CEQA as a ministerial project and does not <br /> have a significant effect on the environment, and a notice of such determination has <br /> been filed with the Couroty Clerk of San Mateo County; and <br /> WHEREAS, an Executive Summary and a 30-day Request for Citizen Comments <br /> on the draft plan have been published for citizen comment prior to forvvarding the <br /> documents to Council for approval; and <br /> WHEREAS, on March 4, 2004, the Housing and Human Concems Committee <br /> completed funding recommendations for CDBG and HOME on March 4 and approved <br /> the final Action Plan on March 23, 2004; and <br /> WHEREAS, on April 13, 2004, the Planning Commission reviewed the capital <br /> projects included in the Action Plan and concurred that the activities conform to the <br /> City's General Plan; and <br /> WHEREAS, pursuant to the requirements of Section 104(a) of the Act, the City <br /> has followed its Citizen Participation Plan as part of the process for determining how the <br /> grant funds herein referenced will be used, and <br /> WHEREAS, on April 26, 2004, the Council then held a public hearing as to ali <br /> matters included in the staff report of the same date; and <br /> WHEREAS, this Council desires to approve the Action Plan, the Application for a <br /> Community Development Block Grant and HOME Grant, and to authorize the execution <br /> of all documents pertaining thereto, including all understandings and assurances <br /> connected therewith. <br /> NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br /> REDWOOD CITY, AS FOLLOWS: <br /> Atty/Reso/Reso.1457 z <br /> 040104 <br />
