Please <br /> refer to the attached staff report and recommendations (Attachment C) for more <br /> information. <br /> At that meeting, the City Council reviewed the project and requested additional information <br /> or had questions on the following topics: <br /> • schedule for Blomquist Street Extension <br /> • funding for Blomquist Street Extension <br /> • shuttle service for the project <br /> • bird collisions into project towers <br /> • public notification of Bair Island Refuge and surrounding open space <br /> • avigation easement for the project <br /> Presented below are staff's responses to the City Council's questions. <br /> Schedule for Blomquist Street Extension <br /> According to the Engineering and Construction Department, it will take at least 5 years <br /> to complete the Blomquist Street Extension, including the Bridge over Redwood Creek. <br /> There are several reasons for this time frame. First, the City will most likely prepare a <br /> Precise Plan for the Docktown Marina area. This future Precise Plan will help <br /> determine roadway alignments and more importantly create a vision for future <br /> development in the area. The City plans to begin the Precise Plan early next fiscal year. <br /> The City will also have to prepare an environmental analysis for the Plan. Finally, in <br /> addition to the Precise Plan, the City will need time to purchase right of way, and then <br /> ultimately design and build the project. The Environmental Impact Report actually <br /> requires the entire Blomquist Street Extension to be completed by the 751 residential <br /> unit. <br /> Funding for Blomquist Street Extension <br /> The Draft Precise Plan states that the developer's required contribution to the Blomquist <br /> Street Extension and bridge shall be made: <br /> 2 <br />
