At a minimum, <br /> however, 20% of the project's required contribution shall be provided prior to the <br /> Final Map approval and the remainder shall be provided not later thè.'\n Final Map <br /> approval that includes the 50dh residential unit for the project...1 <br /> In other words, the developer must contribute its share of the Blomquist extension funds <br /> upon request of the City. This request may occur prior to Final Map approval for the <br /> initial phase of the project or at any such time that the City would need the funds. At a <br /> minimum though, the developer is required to contribute 20% of its required contribution <br /> for the Blomquist extension prior to final map approval for the initial phase of the project. <br /> It is also important to note that the Blomquist Street Extension is a significant traffic <br /> mitigation measure in the Environmental Impact Report, and it would be in the <br /> developer's best interest (and the City's) to complete the work as soon as feasibly <br /> possible. <br /> The Precise Plan also states that the balance of the contribution will be due at the time <br /> of Final Map approval that includes the 500th unit, but it could come earlier. Final Map <br /> approval occurs well before the actual construction of the 500th unit. Again, this means <br /> that the contributions to the balance of the project will most likely occur early on in the <br /> development, soon after the two or three phases of development (assuming 100 - 200 <br /> units per phase). <br /> Shuttle Service <br /> One of the most important Transportation Demand Management (TDM) measures is the <br /> proposed shuttle service between the project and the Downtown Cal Train Station. <br /> Without it, the developer will have difficulty in achieving the required 15% reduction in <br /> peak hour traffic. The Precise Plan "encourages" shuttle operations with the initial <br /> occupancy of the project, but no later than the Final Map approval of the SOOth <br /> residential unif. Again, it is in the best interest of the developer to begin the shuttle <br /> service early on in the development (with the understanding there needs to be some <br /> "critical mass" of riders) as part of the required overall TDM program. The City "may <br /> withhold approval of future building permits" unless the 15% reduction in traffic is <br /> achieved at each subsequent phase after approval of the SOOth residential unit or less <br /> frequently if established by the approved traffic monitoring program between the City <br /> and developer. <br /> Also the developer must outline all the TDM measures prior to approval of the initial <br /> Planned Community Permit, meaning that most if not all TDM measures should be <br /> ready for implementation prior to occupancy of the first phase.3 <br /> 1 Condition 31 (a) of the Marina Shores Precise Plan dated April 2004, page 93.
