�! 5 �C -1� � SCOPE OF WORK � We propose to prepare an Environmental Impact Report (EIR) to provide environmental review for the project, in accordance with CEQA Guidelines and the City of Redwood City's requirements. It is our understanding that a sufficient level of detail will be available to prepare a project-specific EIR � addressing the proposed hospital renovation and expansion project. Where appropriate, the EIR will also describe, at a program-level, potential future development that may be allowed under the proposed Precise Plan.' A detailed scope of work is provided below. � Our work on the EIR will be divided into two phases. Phase I involves preparation of an Initial Study to focus the Administrative Draft EIR (ADEIR), in conformance with CEQA Secrion 15063. Phase I � will include our attendance at one project "kick-off' meeting and up to three (3) meetings during preparation of the ADEIR. Up to 15 copies of the ADEIR will be submitted to the City Staff for review and comment. Phase II will begin with the revision of the ADEIR, based upon the comments � received. We will then submit a"screen-check" draft for City Staffreview and approval. Once the city approves the document, the revised ADEIR will constitute the Draft EIR. Up to 50 copies of the Draft EIR will be reproduced for the City to circulate to the public and public agencies for review. � Phase II work will include our responding to the comments received on the Draft EIR and making any necessary revisions to the document, based upon the comments received or any new information � provided by the City or applicant. The comments, responses to comments, revisions to the text of the Draft EIR, together with any additional information supplied by the City Staff or the applicant, will constitute the Responses to Comments document for the EIR. Phase II will also include DJP&A � attendance at one meeting during the preparation of the Responses to Comments document, and up to three public hearings on the EIR. DJP&A will also prepare a Mirigation and Monitoring Program for the project as a part of Phase II work. The specific tasks in Phase I and Phase II are outlined below. � Phase I � A. EIR Initiation and Scoping DJP&A will attend an initial start-up meeting with the City of Redwood City Community � Development Department staff tlie applicant, and appropriate subconsultants to discuss the project, further define the EIR scope as needed, identify altematives, and coordinate the scheduling and preparation of the EIR. DJP&A will attend a community EIR scoping meeting, as requested by the � City. At this meering, the DJP&A project manager will be prepared to explain the environmental review process and identify the environmental issues that will be addressed in the EIR. � � ' It is our understanding that no Precise Plan development other than the Sequoia Hospital renovation and expansion � is proposed at this time; therefore any other development will be considered in the secondary impacts section of the EIR. Z It is understood that the City has hired consultants to prepare the Precise Plan and to manage the overall project. For this pucposes of this proposal, these consultants are considered City staff, since they will be working in that � capacity as representatives of the City.
