The establishment and operation of the proposed use will not be detrimental or <br />injurious to property or improvements in the neighborhood; and <br />3. The establishment and operation of the proposed use will not be detrimental or <br />injurious to the general welfare of the City, based on the following information with <br />respect to outside uses and parking: <br /> <br />" <br /> <br />Outside Uses: The predominant use of the site will be contained within the building. <br />Outdoor uses will include outside dining and limited outdoor recreation during lunch periods <br />on days with good weather. Specific Conditions of Approval associated with the outside <br />use of the site require that landscaping and the yard area be permanently maintained; that <br />trash and recycling facilities are adequate sized and stored indoors except for during pick- <br />up; and that site furniture is. high quality and commercial grade. <br /> <br />Parkinq: The comprehensive TOM program, along with the creation of curbside pick-up <br />and drop-off zones along the Broadway and Charter Street frontages will significantly <br />reduce potential traffic and parking impacts by reducing overall trips and efficiently directing <br />vehicle circulation for the trips that will come to the site. Since this use is a charter school, it <br />may make requirements with respect to driving and other behavior that traditional public <br />schools cannot make, including limiting students driving to school. High school parking <br />ratios of approximately one stall per five students are more common than Redwood City's <br />ratio and that is the ratio proposed by High Tech High Bayshore. Furthermore, specific <br />Conditions of Approval require monitoring of the parking for this use over time and that <br />adjustments be made if needed, which may include the provision of more parking either on <br />or off-site, and or reduction in student enrollment to ensure that overflow parking does not <br />become an impact on the adjacent neighborhood. <br /> <br />.~ <br />.
