<br />¿'J- J' <br /> <br />Zoning Ordinance to allow a special parking ratio for one stall per five students. <br />Public and Quasi Public Uses, as defined by the Zoning Ordinance, are Permitted <br />Uses in the Industrial Restricted Zoning District. The Zoning Administrator <br />reviewed the proposal at a public hearing held on April 13, 2005 and <br />subsequently made the following findings and approved the application for Use <br />Permit subject to the following approval listed below: <br /> <br />, <br />. <br /> <br />FINDINGS: <br /> <br />1. The establishment, maintenance, and operation of the proposed use will not, <br />under the circumstances of this case, be detrimental to the public health, <br />safety, peace, morals, comfort, or general welfare of persons residing or <br />working in the neighborhood, including the students and staff of High Tech <br />High Bayshore. The predominant use of the site will be contained within the <br />building. Outdoor uses will include outside dining and limited outdoor <br />recreation during lunch periods on days with good weather. The conditions of <br />approval limit the student population to 400 students and further control <br />various operational aspects of the use, such as vehicle circulation, <br />trash/recycling facilities, and outside lunch areas. The site has been assessed <br />for soil and ground-water contamination from previous on-site and off-site <br />adjacent uses, and was found to be compatible with the proposed school use. <br />. Strict adherence to fire and building codes will ensure that seismic and other <br />life safety risks are reduced to reasonable levels found to be acceptable for <br />school uses. <br /> <br />The comprehensive TOM program, along with the creation of curbside pick-up <br />and drop-off zones along the Broadway and Charter Street frontages will <br />significantly reduce potential traffic impacts by reducing overall trips and <br />efficiently directing vehicle circulation for the trips that will come to the site. <br />The City's parking standards for school uses generally require one stall per <br />class room plus one stall per each student of driving age. For the proposed <br />use, the parking requirement would be approximately 222 stalls. Surveys of <br />other City's requirements indicate that Redwood City's parking requirements <br />are fairly high for high school uses and do not consider the advancing age <br />with which students have been obtaining driver's licenses. Furthermore, since <br />this use is a charter school, it may make'requirements with respect to driving <br />and other behavior that traditional public schools cannot make, including <br />limiting students driving to school. High school parking ratios of <br />approximately one stall per five students are more common than Redwood <br />City's ratio and that is the ratio proposed by High Tech High Bayshore, based <br />on prevalent planning practice. <br /> <br />2. The establishment and operation of the proposed use will not be detrimental <br />or injurious to property or improvements in the neighborhood because the <br />use is related to other types of public and quasi public uses allowed and <br />currently present in the Industrial Restricted Zoning District, and in the <br />
