,/4- // 15. Very short term curbside drop-off/pick-up zones shall be established along the Broadway and Charter Street frontages during the peak drop-off and pick-up hour. During off-peak times, these areas may be used for longer term parking by the general public. These zones shall be marked with signage specifying the hours. 16. The applicant shall fully administer the TOM program approved by C/CAG with modifications as may be required by the Traffic Engineer. The capacity of the program shall be increased each year relative to enrollment, until enrollment reaches maximum capacity of 400 students, at which time, the entire TOM Program shall be in place with capacity to reduce peak hour trips by 110. If it is determined that alternate TOM efforts will achieve higher reduction in trip generation, the TDM Program may be modified upon approval of C/CAG and the Zoning Administrator. 17. The TOM Program effectiveness shall be monitored by the school and results shall be submitted to the Zoning Administrator twice each school year, in October and February, to confirm program effectiveness. 18. Student parking passes shall be required for students to park in the lot under the building. Passes shall be limited to the available supply and students involved in carpooling shall have priority over students who will drive alone in determining the allocation of parking passes. 19. No long-term on-street parking shall be allowed by students andíor staff associated with this use. 20. For the first month of each school year, an adult parking attendant is required' during the peak morning drop off, expect to be from 8:00 - 9:00 AM and during the peak afternoon pick-up expect to be from 3:30 - 4:30 PM to facilitate student drop-off and pick-up until this routine is well established. After one month of each school year, the Zoning Administrator may determine that this condition is no longer necessary; alternately, this condition may need to remain in place for the duration of the use. 21. In the event that parking demand exceeds parking supply or other transportation/circulation problems arise, the applicant shall implement alternate TOM measures under the direction of the Zoning Administrator. In the event that alternate measures do not mitigate any potential parking shortage, the Zoning Administrator may impose new conditions, such as a reduction in overall enrollment, to ensure adverse impacts are not associated with the use. 22. The project plans submitted for Building Permit shall include details for the new curb cut on Charter Street. Existing structures in this area, including a ,. .,........ ,.._.~
