Very short term curbside drop-off/pick-up zones shall be established along <br />the Broadway and Charter Street frontages during the peak drop-off and <br />pick-up hour. During off-peak times, these areas may be used for longer term <br />parking by the general public. These zones shall be marked with signage <br />specifying the hours. <br /> <br />16. The applicant shall fully administer the TOM program approved by C/CAG <br />with modifications as may be required by the Traffic Engineer. The capacity <br />of the program shall be increased each year relative to enrollment, until <br />enrollment reaches maximum capacity of 400 students, at which time, the <br />entire TOM Program shall be in place with capacity to reduce peak hour trips <br />by 110. If it is determined that alternate TOM efforts will achieve higher <br />reduction in trip generation, the TDM Program may be modified upon <br />approval of C/CAG and the Zoning Administrator. <br /> <br />17. The TOM Program effectiveness shall be monitored by the school and results <br />shall be submitted to the Zoning Administrator twice each school year, in <br />October and February, to confirm program effectiveness. <br /> <br />18. Student parking passes shall be required for students to park in the lot under <br />the building. Passes shall be limited to the available supply and students <br />involved in carpooling shall have priority over students who will drive alone in <br />determining the allocation of parking passes. <br /> <br />19. No long-term on-street parking shall be allowed by students andíor staff <br />associated with this use. <br /> <br />20. For the first month of each school year, an adult parking attendant is required' <br />during the peak morning drop off, expect to be from 8:00 - 9:00 AM and <br />during the peak afternoon pick-up expect to be from 3:30 - 4:30 PM to <br />facilitate student drop-off and pick-up until this routine is well established. <br />After one month of each school year, the Zoning Administrator may <br />determine that this condition is no longer necessary; alternately, this <br />condition may need to remain in place for the duration of the use. <br /> <br />21. In the event that parking demand exceeds parking supply or other <br />transportation/circulation problems arise, the applicant shall implement <br />alternate TOM measures under the direction of the Zoning Administrator. In <br />the event that alternate measures do not mitigate any potential parking <br />shortage, the Zoning Administrator may impose new conditions, such as a <br />reduction in overall enrollment, to ensure adverse impacts are not associated <br />with the use. <br /> <br />22. The project plans submitted for Building Permit shall include details for the <br />new curb cut on Charter Street.
