The curb cut shall be positioned at a 90 degree angle to the Charter <br />Street sidewalk and curb and landscaping in the vicinity of the curb cut shall <br />conform to the City's site visibility standards within a 15-foot "visibility <br />triangle. " <br /> <br />23.A small "hammerhead" provision shall be included in the surface parking lot <br />to allow for adequate vehicle circulation associated with turning movements <br />for backing out of the surface lot stalls. <br /> <br />24. Detailed plans for the proposed outdoor dining area shall be provided to the <br />Zoning Administrator for review and approval prior to establishment of this <br />outside function. The plans shall include a site plan, elevations of any <br />structures, such as pergolas or trellises, and cut sheets specifying the furniture <br />to be used. The furniture should be commercial grade and properly <br />maintained throughout the period of use. <br /> <br />25. The recycling and trash facilities shall be fully enclosed inside the building. <br />Unscreened recycle bins and trash containers are not allowed on this site, <br />except on pick-up day. <br /> <br />26. The applicant shall submit a final landscape plan with irrigation with the <br />submittal for the Building Permit. <br /> <br />27. In the event that new exterior lighting is proposed, the applicant shall submit <br />a Lighting Plan for review and approval by Community Development Services. <br />The Lighting Plan shall include cut sheets for each fixture and a photometric <br />site plan. The effects of lighting shall not spill off the property and shall not <br />produce glare visible from off-site locations. <br /> <br />28. Prior to installation of any permanent signage, the applicant shall obtain a <br />Sign Permit for review and approval by the Architectural Review Committee <br />and the Zoning Administrator. <br /> <br />29. Prior to installation of any temporary signage, the applicant shall obtain a <br />Temporary Sign Permit and shall abide by the standard conditions thereof. <br /> <br />30. The recycling and trash bins shall be serviced with adequate frequency to <br />control odors, vectors, and overflow. <br /> <br />31. Litter shall be collected and the site shall be cleaned prior to closing, every <br />day so that the site appears in good condition throughout the evening hours. <br /> <br />32. The applicant shall obtain a Sign Permit for review and approval by the <br />Architectural Review Committee and the Zoning Administrator before <br />installation of any new signage, including temporary signage. <br />
