Downtown Precise Plan <br />A lawsuit and court ruling reversed the implementation of the DPP approved in <br />2007. The DPP will guide growth in Downtown by providing concise rules for <br />future development. This past year was spent amending the DPP to respond to <br />the ruling. In January 2011, the DPP including its master programmatic <br />Environmental Impact Report (EIR) was adopted. Staff has been working with <br />developers interested to build both residential and commercial developments. <br />2. Amendment of the City and Agency's Agreement for Administrative <br />Services <br />In March 2011, a second amendment for services between the City and Agency <br />Agreement was approved. The second amendment brings the agreement in <br />alignment with current conditions and simplifies the language, including the <br />elimination of the staff position listing, which changes periodically. Additionally, <br />the compensation section was amended to simply require conformance with the <br />current budget rather than indicating a specific sum, which can change annually <br />as budgets are revised or amended. <br />3. Agreement for the City to purchase Agency owned real property asset <br />In March 2011, the Agency entered into an Option Agreement between the City <br />and the Agency providing the City an option to acquire certain agency -owned <br />real property assets. Subsequently, the City exercised its option to acquire all <br />seven Agency -owned real property assets for ten dollars each. The City now <br />holds the property for redevelopment uses, future development, and /or <br />disposition for redevelopment. With respect to any owned parcels purchased by <br />the Agency with Housing Fund, the City agrees that it will abide by the <br />requirements of Health and Safety Code section 33334.2. <br />4. Mixed Use Corridor Zoning <br />A portion of Agency funds is used to create the Mixed Use Corridor Zoning <br />District as designated in the General Plan. This land use designation is applied <br />to segments of certain streets lined with primarily with commercial and retail <br />uses. Some of the streets are located within the redevelopment area, including <br />El Camino Real and Veterans Boulevard. The Mixed Use Corridor Zoning <br />District recommends a more compact pattern of development with a mixed of <br />uses while incorporating a multimodal environment. The proposed zoning will <br />assist in the elimination of blight by encouraging the redevelopment of irregular <br />lot sizes and obsolete buildings. The second reading for the adoption of the new <br />zoning is scheduled July 27, 2011. <br />5. Depot Circle Development Request for Qualification <br />The Agency is providing financial assistance for predevelopment work of two City <br />owned parking lots and public right -of -way for a future commercial and /or <br />
