below the operational criteria pollutant screening size and the PM construction-related screening
criteria. A detailed operational air quality assessinent and a construction assessment for PM are not
required.
BAAQMD recommends that projec[s be evaluated for commmity risk wlien they are Iocated within
1,000 feet of freeways, higU traffic voliune roadways (] 0,000 average amual daily trips or more),
and{or stationary pernitted sources of toxic air contaminants (TACs). There are no stationary
permitted TAC sources within 1,000 feet of tle project site. The project will be located .
approximately 550 feet from Virginia Avenue whicl has 11,000 average annual daily trips (AADT).
Initial screening indicates tliat tle project distance from Virginia Avenue is far enougli away such
that TACs emitted from vehicles along this roadway will not expose future residents of the project
si[e to significant levels of air [oxins, based upon the BAAQMD thresholds for single source and
cunmlative source impacts. Construction activities associated with the relatively small project would
result in shod-tenn air toxics emissious. The IS will include a qualitative discussion Chat addresses
TACs emitted during construction activities. The project is below the BAAQMD operational
screening size for GHG emissions and will not, therefore, require a formal GHG analysis.
Biological Resources
The project will include die removal of trees at tle site. The project applicant will provide an
Arborist Report which will be used to analyze the impacts from the loss of trees. Mitigation
measures will be described in the IS, as appropriate.
Geology
The IS will describe the existing geological conditions at the project site based on a Preliminary
Geotechnical InvestigaTion/Soil Investigation Study provided by the applicant. Potential impacts
• from geological conditions will be identified and mitigation measures will be described, as
appropriate.
Hrlroloy nnd Water Quality
The project site is located adjacent to the north side of Redwood Creek which is contained in a
concrete channel. The iS will describe the existing Irydrologic conditions in the project area and wil]
address Uie changes in hydrologic conditions f}om construction of tle project, based upon
infonuation provided Uy the applicant. Tite infonnation will include existing and future (with
project) areas of pervious and impervious surfaces and a list of proposed stormwater control
measures. Mitigation measures will be identified to minimize significant hydrological and water
quality impacts, as appropriate.
Land Use
The IS will describe tlie existing land uses on the project site and in tle vicinity, and will discuss
projec[ confonnance with the zoning and relevant General Plan policies. Potential land use impacts
wil] be identified, and mitigation ineasures will be described, as appropriate.
Vabta Residential Project Page 3
