Phase 11 Project Management <br />This task provides an allowance for project management tasks such as project documentation, invoicing. and record <br />keeping corresponding to tasks to be performed in Phase R. <br />PHASE III: MAEING IT HAPPEN. IMPLEMENTATION STRATEGY, POLICY TOOLS AND PLAN <br />DOCUMENT <br />Purpose of this Phase: Having defined the desired future for Downtown, the consultant team will work with City <br />staff to define the means by which the City can most effectively work toward the attainment of that future. The phase <br />will entail the creation of land use policies and capital improvement recommendations that encapsulate the <br />community's vision for revitalization. These policy and improvement recommendations will displayed and described <br />in a Downtown Precise Plan that serves as the primary tool to insure that private investment takes the desired <br />physical form. <br />Task 1. Prepare the Downtown Precise Plan document <br />A. Prepare Administrative Draft (text only) <br />1. Orientatiot✓Exuang Conditions Section <br />2. Revitalization Strategy <br />3. Land Use Framework and Urban Design Principles <br />4. Development Standards including historic Building and Signage <br />a. Development Standards text <br />b. Parking Element (receive text and graphic of parking garage locations from City staff) <br />7. Circulation Element (receive text and diagrams from City staff) <br />8. Capital Improvements and Implementation Program (finalize action plan) <br />9. Statement of relationship with General Plan, Downtown Plan, Zoning and Redevelopment <br />Plan (to be prepared with assistance of City Attorney) <br />N ote: The preparation of construction cost estimate information is not included as part of this <br />scope of services. The assumption is that consultants will prepare capital improvement concepts <br />with an eye toward budget parameters discussed with City Staff, and that subsequent cost <br />information will either be prepared by City Engineering Staff or will wait for the development of <br />such concepts in subsequent design development phase to follow Council Adoption of the concepts <br />contained in the Specific Plan (such design development phase tasks are not part of this scope of <br />services). <br />B. Precise Plan draft review meeting with City Staff and Project team <br />C. Receive single marked -up copy with City edits, telephone question & answer to follow <br />
